Adel City Council September 9, 2025 - Meeting Minutes The Adel City Council met in regular session at Adel City Hall, 301 S. 10th Street, Adel, Iowa on Tuesday, September 9, 2025. At 6:00 p.m., Mayor Peters called the meeting to order. The following answered roll: Ockerman, Trout, McAdon, West, and Selby. Staff Present: Deputy City Administrator/Finance Director Sandquist, City Clerk Erickson, City Attorney Stone, Public Works Director Overton, Police Chief Book, Library Director Jayne, Parks & Recreation Director Schenck, and Community Development Director Nichols. Consider Approval of Mayor Board and Commission Appointment: Library Board - One Opening Motion by Ockerman, seconded by Selby, to appoint Kate Marple to the Library Board. Roll: Ayes - Unanimous. Motion Carried. 4.b. Consider Approval of the City of Adel Profile for the City Administrator Search There was not a formal vote of approval, but the Council suggested changes to the profile to be completed before publication. 4.c. Consider Approval of Sidewalk Regulations Waiver Request from O'Reilly Auto Parts Motion by Ockerman, seconded by Selby, to approve the sidewalk waiver request for O'Reilly Auto Parts. Roll: Ayes - Unanimous. Motion Carried. 4.d. Consider Approval of Resolution No. 25-64, Determining the Necessity and Fixing a Date for a Public Hearing on the Matter of the Adoption of a Proposed Amended and Restated Adel Urban Revitalization Plan for Tuesday, October 14, 2025 at 6:00 p.m. Motion by West, seconded by Trout, to approve Resolution No. 25-64. Roll: Ayes - Unanimous. Motion Carried. 4.e. Consider Approval of Resolution No. 25-65, Approving Preliminary Plat for Ortonville Industrial Park Plat 1 Motion by West, seconded by Selby, to approve Resolution No. 25-65. Roll: Ayes - Unanimous. Motion Carried. 4.f. Discussion on Northwater Preliminary Plat 3 with John Sieck, Developer with Northwater, LLC 4.g. Consider Approval of Change Order No. 1 - Bailey's Grove Channel Improvements Project Motion by Ockerman, seconded by West, to approve Change Order No. 1 for the Bailey's Grove Channel Improvements Project. Roll: Ayes - Unanimous. Motion Carried. 4.h. Consider Approval of Final Pay Application - Bailey's Grove Channel Improvements Project Motion by West, seconded by Ockerman, to approve the final Pay Application for the Bailey's Grove Channel Improvements Project. Roll: Ayes - Unanimous. Motion Carried. 4.i. Consider Approval of Final Acceptance Letter for Bailey's Grove Channel Improvements Project Motion by Ockerman, seconded by West, to approve the final acceptance letter for the Bailey's Grove Channel Improvements Project. Roll: Ayes - Unanimous. Motion Carried. 4.j. Consider Approval of Resolution No. 25-66, Accepting the Bailey's Grove Channel Improvements Project Motion by Ockerman, seconded by West, to approve Resolution No. 25-66. Roll: Ayes - Unanimous. Consider Approval of Accepting a Proposal with McClure Engineering for the Meadow Road Functional Design Study Motion by West, seconded by Trout, to accept the proposal with McClure Engineering for the Meadow Road Functional Design Study. Roll: Ayes - Unanimous. Motion Carried. 4.l. Consider Approval of Ordinance No. 430, Amending Provisions Pertaining to Liquor Licenses and Wine and Beer Permits - First Reading Motion by Trout, seconded by McAdon, to approve the first reading of Ordinance No. 430. Roll: Ayes - Unanimous. Motion Carried. Motion by Ockerman, seconded by West, to waive the second and third readings and adopt Ordinance No. 430. Roll: Ayes - Unanimous. Motion Carried. 4.m. Consider Approval of Ordinance No. 431, Amending Provisions Pertaining to Cigarette and Tobacco Permits - First Reading Motion by Ockerman, seconded by Selby, to approve the first reading of Ordinance No. 431. Roll: Ayes - Unanimous. Motion Carried. Motion by Ockerman, seconded by West, to waive the second and third readings and adopt Ordinance No. 431. Roll: Ayes - Unanimous. Motion Carried. 4.n. Consider Approval of Resolution No. 25-67, Setting a Public Hearing on Whether to Grant An Access Easement to Fairfax Properties, LLC, Across Property Located East of the City of Adel's Water Tower on Meadow Road Motion by West, seconded by Trout, to approve Resolution No. 25-67. Roll: Ayes - Unanimous. Motion Carried. OTHER BUSINESS 1. City Clerk Erickson reminded the Council and Mayor that she sent a sign up earlier in the day for 30-minute interviews with McGrath Consulting September 23-25.
