The Winchester Airport Authority, Inc. will accept sealed bids for the Runway Soil Stabilization Project at the
Winchester Municipal Airport, Winchester, TN. Bids will be received by the Winchester Airport Authority,
Inc. until 2:00 PM (CST) on Thursday, April 9, 2026.
Bids which are delivered in advance by any means shall be delivered to the Chairman of the Winchester
Airport Authority, Inc., 420 Aviation Drive, Cowan, TN 37318: Attention: Mr. Carey Wofford.
The bid package shall be clearly labeled: RUNWAY SOIL STABILIZATION PROJECT –Winchester
Municipal Airport - DO NOT OPEN.
Important Notice to Bidders: A MANDATORY pre-bid conference has been scheduled for 10:00 AM (CST),
Thursday, March 26, 2026, at the Winchester Municipal Airport, 420 Aviation Drive, Winchester, TN 37398;
for the purpose of discussing the scope of the project and answering questions.
ATTENDANCE AT THIS CONFERENCE BY AN APPROPRIATE CONTRACTOR REPRESENTATIVE IS
MANDATORY IN ORDER TO BE ELIGIBLE TO SUBMIT A BID.
Project Description: The project involves soil stabilization around the dropout area and remediation of
affected runway pavements.
Contractors intending on submitting a bid must purchase contract documents from Goodwyn Mills

cost of $150.00 per set.

The Winchester Airport Authority, Inc., in accordance with the provisions of Title VI of the Civil Rights Act of
1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors
that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, will be
afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be
discriminated against on the grounds of race, color, national origin (including limited English proficiency),
creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award.
Each proposal must be accompanied by a Bidders Bond on the form contained in the Proposal Book from a
surety company acceptable to the Winchester Airport Authority, Inc. or a cashier's check or certified check
made payable to the Winchester Airport Authority, Inc. for not less than five percent (5%) of the total amount

of the bid. A 100% Contract Bond will be required of the successful Contractor. Liquidated damages, for
delay in contract completion shall be as stated in the Proposal.
All Bidders shall be licensed Contractors as required by the Contractors Licensing Act of 1976 of the General
Assembly of the State of Tennessee, and all amendments thereto in effect on the date of receipt of bids. All
bidders must comply with Tennessee Code Annotated, Title 62, in particular Chapter 6 regarding preparation
of bid envelope. The proposal, which shall be enclosed in a sealed envelope shall be clearly labeled on the
outside of the envelope, at a minimum, with the name of the project, contractor's name and address and
license number, classification, expiration date, and the date and time of the Bid Opening (so as to guard
against premature opening of any bid). A form has been included for your convenience. Failure to show
these items on the outside of the envelope will result in the bid being returned to the Bidder unopened.
Withdrawal of Bid: Any Bidder, upon his and his authorized representative's written request, will be given
permission to withdraw his proposal not later than the time set for opening thereto. At the time of opening
of proposals, provided written request has been submitted prior to the time of the opening, when such
proposal is reached it will be returned to the Bidder unopened. Unless contrary to the statues of the State of
Tennessee including local charter provisions no Bidder may withdraw a bid submitted for a period of one
hundred eighty (180) days after actual bid opening without Owner's consent.
The Winchester Airport Authority, Inc. reserves the right to reject any/and or all proposals, to waive any
formalities and informalities in the proposals received, and to accept any proposal which in its opinion may
