RENEWAL IMPROVEMENTS

Electronic Bids for the construction of the East River Lift Station Renewal Improvements Project will be received by the Green Bay Metropolitan Sewerage District, Green Bay, Wisconsin, through QuestCDN.com via their electronic VirtuBidTM online service, until 1:00 p.m., Local Time on the 1st day of September 2026. A virtual bid opening will be hosted using online meeting presentation software. Information to join the bid opening will be provided to the plan-holders list.
The Project consists of:
General rehabilitation of the East River Lift Station and construction of a new Generator Building.
Rehabilitation of the East River Lift Station including, but not limited to, raw wastewater pump and variable frequency drive replacement, process piping/valve replacement, wetwell upgrades including slide gates, connection to a third forcemain, removal of ozone generation equipment, sitework, yard piping, structural, process piping and equipment, plumbing, heating, ventilation, electrical, and instrumentation and control improvements.
Construction of a new Generator Building including, but not limited to, diesel standby generator and automatic transfer switches, ozone generation equipment in a separate room, sitework, yard piping, structural, process piping and equipment, plumbing, heating, ventilation, electrical, and instrumentation and control improvements.

Prospective Bidders must download the documents from QuestCDN to allow access to the vBid online bidding system. Paper sets of project documents will not be made available. Bidders will be charged a fee of $50 to submit a Bid electronically. Bids will ONLY be received electronically via the online bid service through QuestCDN.com.

PRE-BID QUALIFICATION: Bidders, including subcontractors, which may comprise of general, mechanical, electrical, temporary pumping system or sewer contractors must have been prequalified by Green Bay Metropolitan Sewerage District. Bids received from Bidders who have not been prequalified by Green Bay Metropolitan Sewerage District or prequalified Bidders listing subcontractors who have not been prequalified will not be considered and their bids returned. A table of prequalified bidders and subcontractors that been prequalified by Green Bay Metropolitan Sewerage District can be found in 00 21 13 – Instruction to Bidders.
LEGAL PROVISIONS: The Contract letting shall be subject to the provisions of Sections 200.11, 66.0901, and 779.15 of the Wisconsin statutes.
BUILD AMERICA BUY AMERICA ACT: This project is being funded by the Clean Water State Revolving Fund that is subject to the Build America, Buy America Act (BABA) requirements under Title IX of the Infrastructure Investment and Jobs Act ("IIJA"), Pub. L. 177-58, §§ 70901-52. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States as further outlined by the Office of Management and Budget's Memorandum entitled Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, latest edition. The Contractor shall comply with the requirements of the Infrastructure Investment and Jobs Act.
WAGE RATES: Contractor shall be required to pay not less than the prevailing wage rates on the Project as established by the United States Department of Labor and State of Wisconsin, Department of Workforce Development. Copies of these wage rates are incorporated in the Contract Documents.
AWARD OF CONTRACT: Any Contract or Contracts awarded under this Advertisement for Bids are expected to be funded in part by a loan from the Wisconsin Clean Water Fund. Neither the United States EPA, the Wisconsin DNR, nor agencies or employees is or will be a party to this Advertisement for Bids or any resulting contract.
Any contract(s) awarded under this Advertisement for Bids must demonstrate positive efforts to utilize small, woman owned, and minority owned businesses. Disadvantaged business enterprises are encouraged to submit bids.
PRE-BID CONFERENCE: A virtual pre-bid conference will be held prior to the Bid opening on August 4, 2026, at 10:30 a.m., to familiarize Bidders with this Project. The Pre-Bid Conference is mandatory for all prequalified contractors and subcontractors. The link to the Pre-Bid Conference will be provided through Quest to all plan-holders.
An on-site pre-bid site tour will be held on August 4, 2026, at 1 p.m. at the East River Lift Station at 321 East River Drive, De Pere, WI 54115.
BID SECURITY: Bid Security in the amount of not less than 5% of the Bid shall accompany each Bid in accordance with the Instructions to Bidders.
CONTRACT SECURITY: The Bidder to whom a Contract is awarded shall furnish a Performance Bond and a Payment Bond each in an amount equal to the Contract Price.
BID REJECTION/ACCEPTANCE: The Owner reserves the right to reject any and all Bids, waive informalities in bidding, or to accept the Bid or Bids, which best serves the interests of the Owner.
BID WITHDRAWAL: No Bid shall be withdrawn for a period of 75 days after the scheduled opening of the bids without the consent of Owner.
