Electronic Bids for the construction of the East River Lift Station Force Main Project will be received by the Green Bay Metropolitan Sewerage District, Green Bay, Wisconsin, through QuestCDN.com via their electronic VirtuBidTM online service, until 1:30 p.m., Local Time on the 1st day of September 2026. A virtual bid opening will be hosted using online meeting presentation software. Information to join the bid opening will be provided to the plan-holders list.
The Project consists of constructing:
Installation of approximately 7,600 feet of 16-inch diameter force main and 300 feet of 18-inch sanitary sewer conveying sanitary flow from East River Lift Station to the Charles Street Interceptor connection at the intersection of Charles Street and Webster Avenue. Installation will be completed by open cut and will include other appurtenances such as manholes and air release vaults. Surface restoration will include asphalt pavement, concrete curb and gutter, driveways, sidewalk, and turf/sod replacements.

You may download the digital plan documents for $30 by inputting Quest project #10281155 on the website's Project Search page. Prospective Bidders must download the documents from QuestCDN to allow access to the vBid online bidding system. Paper sets of project documents will not be made available. Bidders will be charged a fee of $50 to submit a Bid electronically. Bids will ONLY be received electronically via the online bid service through QuestCDN.com.

PRE-BID QUALIFICATION: Only bidders that have been pre-qualified by the Green Bay Metropolitan Sewerage District can be listed as the Prime Contractor in the bidding and contract documents. To be included on the final qualified bidders list, it is mandatory that all contractors: (a) fully complete the Qualification Information Request form provided with the project documents, and (b) receive a written acknowledgement and approval from the Green Bay Metropolitan Sewerage District.
This Qualification Information Request is exclusive to the East River Lift Station Force Main Project. Prequalification for this project does not imply that the contractor will be prequalified for other current or future Green Bay Metropolitan Sewerage District projects.
Qualification forms submitted by Applicant are not public records and are not open to public inspection. All information provided will be kept confidential to the extent permitted by law. However, the contents may be disclosed to third parties for verification or subsequent investigation purposes.
Bidder's qualification forms must be received by 2:00 p.m., local time, on August 12th, 2026. Documents shall be directed to Max McGuire, EIT, Staff Engineer for the Green Bay Metropolitan Sewerage District by email at MMcGuire@newwater.us. Documents received after the specified time will not be considered.
Each applicant submitting a Qualification Information Request will be notified individually of their prequalification status. Notification of pre-qualified bidders will be made by August 19th, 2026.
LEGAL PROVISIONS: The Contract letting shall be subject to the provisions of Sections 200.11, 66.0901, and 779.15 of the Wisconsin statutes.
BUILD AMERICA BUY AMERICA ACT: This project is being funded by the Clean Water State Revolving Fund that is subject to the Build America, Buy America Act (BABA) requirements under Title IX of the Infrastructure Investment and Jobs Act ("IIJA"), Pub. L. 177-58, §§ 70901-52. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States as further outlined by the Office of Management and Budget's Memorandum entitled Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, latest edition. The Contractor shall comply with the requirements of the Infrastructure Investment and Jobs Act.
WAGE RATES: Contractor shall be required to pay not less than the prevailing wage rates on the Project as established by the United States Department of Labor and State of Wisconsin, Department of Workforce Development. Copies of these wage rates are incorporated in the Contract Documents.
AWARD OF CONTRACT: Any Contract or Contracts awarded under this Advertisement for Bids are expected to be funded in part by a loan from the Wisconsin Clean Water Fund. Neither the United States EPA, the Wisconsin DNR, nor agencies or employees is or will be a party to this Advertisement for Bids or any resulting contract.
Any contract(s) awarded under this Advertisement for Bids must demonstrate positive efforts to utilize small, woman owned, and minority owned businesses. Disadvantaged business enterprises are encouraged to submit bids.
PRE-BID CONFERENCE: An optional pre-bid conference will be held virtually August 4, 2026, at 9:00 a.m., to familiarize Bidders with this Project. The link to the Pre-Bid Conference will be provided through Quest to all plan-holders.
BID SECURITY: Bid Security in the amount of not less than 5% of the Bid shall accompany each Bid in accordance with the Instructions to Bidders.
CONTRACT SECURITY: The Bidder to whom a Contract is awarded shall furnish a Performance Bond and a Payment Bond each in an amount equal to the Contract Price.
BID REJECTION/ACCEPTANCE: The Owner reserves the right to reject any and all Bids, waive informalities in bidding, or to accept the Bid or Bids, which best serves the interests of the Owner.
BID WITHDRAWAL: No Bid shall be withdrawn for a period of 60 days after the scheduled opening of the bids without the consent of Owner.
