Bids for the Project will be received at the City of Marianna Clerk's Office located at 2895 Jefferson Street, Marianna, FL 32446, until Thursday, October 23, 2025, at 2:00 PM central time. At that time, or shortly thereafter, the Bids received will be publicly opened and read at the City of Marianna Commission Meeting Room located at 2897 Jefferson Street, Marianna.
The Project includes the following Work:
Construction of a single-story pre-engineered steel building of approximately 26,989 sf to function as an emergency shelter and a double court gymnasium. The project also includes site work, utilities, drainage and asphalt paving. The site work also includes ground improvement providing the design and installation of vibro stone columns. The estimated budget is $8.5 million.

Pre-bid Conference
A non-mandatory pre-bid conference for the Project will be held on Thursday September 25, 2025, at 10:00AM central time at the office of DHM Melvin Engineering located at 4428 Lafayette Street, Marianna, FL 32446.
Instructions to Bidders.
The project is federally funded and subject to requirements for Davis-Bacon Act prevailing wages, E-Verify, HUD Section 3, etc. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Small business and minority businesses, women's business enterprises, and labor surplus area firms are encouraged to submit proposals, and firms using such subcontractors are strongly encouraged to solicit such firms in the subcontracting process. Any Contracts/subcontracts issued under this procurement must comply with the necessary affirmative steps to ensure that minority businesses, women's business enterprises, and labor surplus area firms are used, when possible, in accordance with 2 CFR § 200.321.
