Sealed bids, submitted in triplicate, will be received by the City of Marianna, Florida (Owner), until 3:00 PM CT, January 22, 2026, at the office of:

The project consists of two separate construction areas located along Dogwood Street and College Street in Marianna, Florida:
College Street improvements consist of rehabilitating an existing 55"x73" elliptical culvert with an interior cementitious liner and extending an existing 6'x4' concrete box culvert beneath College Street. Construction also includes installation of two junction boxes for storm sewer access.Dogwood Street improvements consist of constructing a 1.2-acre wet-detention stormwater management facility, including installation of 48-inch culverts, drainage inlets and manholes, end treatments, riprap, and outfall structures. The project also includes reconstruction and resurfacing of the existing asphalt roadway, curb and gutter replacement, and pavement markings. Additional site improvements include sidewalks, landscaping, irrigation, pond fountain, and other hardscape features.

upon payment of $ 150.00 per set which amount constitutes the cost of reproduction and handling. This payment will not be refunded. Electronic copies will be provided at no cost.
A non-mandatory pre-bid conference shall be held at the office of DHM Melvin Engineering., 4428 Lafayette Street, Marianna FL 32446, at 10:00 A.M. CT, December 17, 2025.
The Owner plans to open bids and publicly read aloud on 3:00 PM CT, January 22, 2026, or thereafter, at Marianna City Commission Room.
The Owner reserves the right to waive any informalities or to reject any or all bids. Each Bidder must deposit with his/her bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable according to the Department of Treasury Circular 570.
No bid may be withdrawn for a period of sixty days after the scheduled closing time for receipt of bids.
Bidders are encouraged to solicit Minority and Service-Disabled Veteran Business Enterprise participation and provide documentation of such solicitation. Small businesses, minority-owned businesses, women's business enterprises, and labor surplus area firms are strongly encouraged to submit proposals. Additionally, firms utilizing subcontractors are encouraged to actively solicit participation from these entities during the subcontracting process.
All contracts and subcontracts issued under this procurement must adhere to the affirmative steps required to ensure the inclusion of minority businesses, women's business enterprises, and labor surplus area firms, as outlined in 2 CFR § 200.321. Bidders are reminded to review the required attachments and certifications and ensure they are properly executed and submitted with the bid proposal form.
