ADVERTISEMENT FOR BIDS
NOTICE IS HEREBY GIVEN, that online bids will be received by the Town of Franzen, Marathon
County until 10:00 a.m., Tuesday, March 10, 2026 via QuestCDN.
Scope:
Work under this contract includes pulverizing existing asphalt surface, grading, base aggregate,
asphalt paving, shouldering, guardrail replacement, culvert replacements and all incidental items
necessary to complete the work as shown on the plans and included in the special provisions. All
work is located on Franzen Drive in the Town of Franzen and is 1.74 miles in length. This project
is funded through the Wisconsin Department of Transportation Agricultural Roads Improvement
Program (ARIP).

For this project bids will ONLY be received electronically. Contractors submitting a bid will be
charged an additional $42 at the time of bid submission via the online electronic bid service.
Prospective bidders must be on the plan holders list through Quest CDN for bids to be accepted.
Bids shall be completed according to the Bidding Requirements prepared by CORRE dated
February 12, 2026.
Prequalification of Bidders
All bidders must be pre-qualified by the Wisconsin Department of Transportation for the type and
amount of work included in the contract or demonstrate qualifications to perform the work. Bidders
which are not pre-qualified with the Wisconsin Department of Transportation are required to
complete and submit Attachment B – Statement of Qualifications for General Construction and
Corporate Experience Record, with the Bid package (included in the Bid Form Section). In addition,
the Bidder must be prepared to submit evidence of Bidder's qualifications to do business in the
State of Wisconsin or covenant to obtain such qualifications prior to the award of the contract.
Bidder shall have at least 3 years of continuous experience in roadway construction.
All bids must be received prior to 10:00 am, local time on March 10, 2026.
Proposal and Contract Agreements
No bid shall be considered unless accompanied by the Proposal Agreement fully executed by the
bidder. Proposals shall not be withdrawn for a period of sixty (60) days after the date of opening.
The bidder that is awarded the contract agrees to execute the contract agreement within ten (10)
days after the Notice of Award, begin work no later than five (5) days after written Notice to Proceed,
and complete all work included under the terms of the contract in the allotted time. The Town of
Franzen reserves the right to reject any of the proposals and to waive any informalities therein.
Unless the Bids are rejected for good cause, award of contract shall be made to the lowest
responsible and responsive Bidder.
