Jellico Utilities Authority (OWNER) is requesting Bids for the construction of the following Project: Water Treatment Plant Operations Building Structural Repairs Bids for the construction of the Project will be received at the Jellico Utilities Authority, 992 5th Street, Jellico, Tennessee 37762, until Thursday, April 2, 2026, at 10:00 AM EST. At that time the Bids received will be publicly opened and read. The Project includes the following Work: Water Treatment Plant Roof - Replacement and Rehabilitation consisting of various structural, mechanical, and electrical components. The Project has an expected duration of: 90 days for Substantial Completion / 120 days for Final Completion
Obtaining the Bidding Documents Information and Bidding Documents for the Project can be found at the following designated website: www.mcgillassociates.com/bids www.questcdn.com Project Number 10043086 - $75.00 for each set Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. There is no refund of plan costs to any bidder. The Issuing Office for the Bidding Documents is: McGill Associates, PA - 3231 Middlebrook Pike, Knoxville, TN 37921 A pre-bid conference for the Project will not be held for this project. Instructions to Bidders • "This project is funded under a grant contract with the State of Tennessee." • For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders (EJCDC C-200) that are included in the Bidding Documents. • The Pursuant to Executive Order 11246 (Executive Order 11246, As Amended | U.S. Department of Labor), the OWNER will affirmatively ensure that in any contract entered pursuant to this advertisement will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award, Erwin Utilities is an Equal Opportunity Employer. Any contract that uses federal funds to pay for construction work is a "federally assisted construction contract" and must include the equal opportunity clause found in 2 C.F.R. Part 200, unless otherwise stated in 41 C.F.R. Part 60. Small and minority owned firms and women's business enterprises are encouraged to participate. • The Copeland "Anti-Kickback" Act is also applicable, which prohibits workers on construction contracts from giving up wages owed. Contractors must not appear on Sam.GOV disbarment list. • The Bid deposit shall be retained by the OWNER if the successful Bidder fails to execute the Contract or fails to provide the required Bonds, as stated above, within ten (10) days after award of the Contract. • The successful Bidder shall be required to furnish separate one hundred percent (100%) Performance and Payment Bonds. The Performance Bond shall be in full force and effect for one (1) year after the date of final acceptance of the project by the OWNER. • No bidder may withdraw his bid within (60) days after the actual date of the opening thereof. • The OWNER reserves the right to reject any and all Bids, to waive informalities, or to reject non-conforming, non-responsive, or conditional bids. The OWNER reserves the right to award a contract to the lowest, responsive and responsible bidder, or bidders, taking into consideration quality, performance and time. Domestic Preference • This project is subject to the Build America, Buy America Act (BABAA) requirements under Title
IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953.
