ADVERTISEMENT FOR BIDS NOTICE IS HEREBY GIVEN that sealed Bids for the construction of the Moscow Sewer Authority Clean & Video Sanitary Sewers Project, Moscow Borough, PA, and associated appurtenances complete in place will be received by: Moscow Sewer Authority Mailing Address: P.O. Box 525, Moscow, PA 18444-0525 Location: 309 Market Street, Moscow, PA 18444 Until 10:00 AM prevailing time, June 17, 2026. Bids will be publically opened and read aloud at 10:30 AM prevailing time on June 17, 2026, at the Moscow Sewer Authority, 309 Market Street, Moscow, PA 18444. The Bids will be received for the following Contract: Moscow Sewer Authority Clean & Video Sanitary Sewers Project Prospective Bidders may receive copies of the Bid Documents in electronic format from the offices of Engineering Surveying Consultants & Design, Inc., located at 707 Gardner Road, Elmhurst, PA, 18444, upon request to mlbutler@escdesigninc.com. When requesting documents, please provide Bidder's name, street address, mailing address, telephone number, and e-mail address. Only Bidders receiving a full set of Documents through the Engineer will be on record to receive Addenda. A Certified Check or Bid Bond drawn to the order of Moscow Sewer Authority in the amount equal to Ten Percent (10%) of the amount of the Bid must be submitted with the proposal as Bid security. All proposals shall be submitted in accordance with the INSTRUCTIONS TO BIDDERS. Nondiscrimination in employment. The Bidders shall not, by reason of gender, race, creed, or color, discriminate against any citizen of this Commonwealth who is qualified and available to perform the work to which the employment relates. The requirements for Bidders and Contractors are explained in the specifications. A Pre-Bid Meeting is scheduled for all prospective Bidders on June 8, 2026 at 11: 00 AM prevailing time at the Moscow Sewer Authority Building, 309 Market Street, Moscow, PA 18444. The meeting is non-mandatory. Moscow Sewer Authority hereby reserves the right, which is understood and agreed to by all Bidders, to refuse any, any combination, or all Bids submitted; and also reserves the right to waive any informality in Bids received, but any contract awarded will be to the lowest responsive, responsible Bidder. Except as otherwise provided by law, no Bidder may withdraw his Bid within sixty (60) consecutive calendar days after the actual date of opening thereof or one hundred twenty (120) consecutive calendar days if the award is delayed by a required approval or another governmental agency, the sale of bonds or the award of a grant or grants.
