Sealed bids for the project entitled Wapiti Drive Storm System Improvements
will be received by the Town of Spring Lake until 3:00 PM local time June 24, 2026. At said place and time, all Bids that have been duly received will be publicly opened and read aloud. Bids shall be submitted via mail or hand delivery. The bidder shall show evidence of appropriate contractor's license by clearly displaying his or her current license number on the outside of the sealed envelope in which the bid is delivered. Project description –
The project is located in the Town of Spring Lake, Cumberland County, North Carolina, near the intersection of Wapiti Drive and Wilderness Drive. The proposed scope of work includes the installation of storm sewer pipes and associated structures, pavement reconstruction, site grading, and the selective demolition and removal of existing storm sewer infrastructure. Temporary traffic control measures will be required during construction.
Completion of work is expected within 180 days of Notice to Proceed.
A Pre-Bid Conference will be held on June 10, 2026 at 2:00 P.M. at the Spring Lake Town Hall, 300 Ruth Street, Spring Lake, NC 28390 in the Grady Howard Board Room. Interested parties are invited to attend this meeting to review the plans, ask for additional information or clarification and to visit the project site.
Bidding Documents may be examined at the Spring Lake Town Hall, 300 Ruth Street, Spring Lake, NC 28390. No plan rooms have been listed. Digital copies of Bid Documents are available for purchase at www.mcgillassociates.com for a fee of $75.00 per set. Bidders are encouraged to only secure project bid documents as noted above. Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including any Addenda, obtained from any source other than the Engineer and their representative plan provider, QuestCDN. Each Bidder shall be responsible for the review of all addenda for the project and shall acknowledge the addenda on the bid form.
All project-related questions should be submitted in writing to Cyndi Sherwood at cyndi.sherwood@mcgillassociates.com by 5:00 PM on June 16, 2026. Any project-related questions submitted after this date may not be answered. To ensure all bidders receive identical information, individual responses will not be issued; instead, all questions received by the deadline will be addressed in a formal Addendum to be released by end-of-day June 18, 2026.
Each bid shall be accompanied with a cash deposit or certified check drawn on a bank or trust company insured by the FDIC or a Bid Bond prepared on the form of Bid Bond contained in the Bidding Documents or a Surety Company's standard form and properly executed by a corporate surety licensed under the laws of North Carolina to execute such bonds. The amount of the bid bond shall be equal to five (5) percent of the total of the bid. The bid deposit shall be retained by the Owner if the successful bidder fails to execute the contract or fails to provide the required bonds, as stated above, within ten (10) days after the proper notice of award of the contract.
Bidders must comply with the requirements of the State of North Carolina and be appropriately licensed as a Contractor as provided in General Statutes Chapter 87.
The Owner reserves the right to reject any and all Bids, to waive informalities, or to reject non-conforming, non-responsive, or conditional bids. The Owner reserves the right to award a contract to the lowest, responsive, responsible bidder or bidders, taking into consideration quality, performance and time.
In accordance with G.S. 143-128.2 and the requirements of the Golden LEAF Foundation, the Town of Spring Lake seeks to expand participation by historically underutilized businesses (HUB) in construction projects. For this project, a verifiable goal of ten percent (10%) has been established for participation by minority businesses in the total value of the work. Each bidder shall make a good faith effort to recruit and utilize minority businesses and must provide documentation of these efforts. Bidders are required to submit Affidavit A (Listing of the Good Faith Effort) or Affidavit B (Intent to Perform Contract with Own Workforce) with their sealed bid. Failure to include the required HUB documentation will render the bid non-responsive.
This project is funded by a grant from the Golden LEAF Foundation. Bidders must comply with all applicable Golden LEAF grant requirements, including specific records retention and construction signage standards as detailed in the project specifications. The Town of Spring Lake reserves the right to reject any or all bids and to waive informalities.
