Alamar Phase 5 CFD Waterline Improvements Phase 1 INVITATION FOR BIDS Solicitation Number: AL 26-001 Solicitation Title: Alamar Phase 5 CFD Waterline Improvements Phase 1 ALAMAR COMMUNITY FACILITIES DISTRICT ("CFD"), AVONDALE, ARIZONA NOTICE IS HEREBY GIVEN, by Brookfield Lakin LLC, that the sealed bids will be received until Tuesday February 10, 2026, until 3:00 p.m. All sealed bids will be received at Brookfield Residential, c/o Christian Orr, at 14648 N. Scottsdale Road, Suite 290, Scottsdale, Arizona. Each Bid shall be submitted in a sealed envelope with the Solicitation Number and the Bidder's name and email address clearly marked on the front of the envelope. Any bid received after the time specified will be returned without any consideration. No bid shall be altered, amended or withdrawn after the specified bid due date and time. A mandatory Pre-Bid Conference will be held Tuesday, January 13, 2026, at 10:00 a.m. in the Alamar construction trailer at 4714 S. El Mirage Road, Avondale, AZ. Brookfield Lakin LLC, a Delaware limited liability company ("Owner") is the developer of approximately 1,179-acre Property located at the southwest corner of Avondale Boulevard and Broadway Road in the City of Avondale. The Property is also commonly referred to as Alamar. The work included in this Invitation for Bids ("IFB") is the subject of a District Development, Financing Participation and Intergovernmental Agreement for the Alamar Community Facilities District ("CFD"). The contract with the successful bidder will be with Brookfield Lakin LLC and not with the City of Avondale nor the Alamar Community Facilities District. This contract shall be for furnishing all labor, materials, transportation, and services for the construction and/or installation of all improvements shown on the Plans, including, but not limited to the following Work: Installation of waterline and related appurtenances required for the construction of a new 16" waterline in Dysart Road from approximately the alignment of Weir Avenue to Illini Street. The existing 12" waterline will be abandoned in place per City of Avondale requirements. Work shall be completed within 210 (Two-Hundred ten) consecutive calendar days, beginning with the day following the starting date specified in the Notice to Proceed. Bids must be submitted on the Proposal Form provided and be accompanied bythe Bid Bond for not less than ten percent (10%) of the total bid, payable to BROOKFIELD LAKIN LLC, or a certified or cashier's check. PERSONAL OR INDIVIDUAL SURETY BONDS ARE NOT ACCEPTABLE. The successful bidder will be required to execute the Brookfield Lakin LLC Contract and respective Purchase Order for construction within seven (7) days after formal Notice of Contact Award. Failure by bidder to properly execute the Contract documents and provide the required certification as specified shall be considered a breach of Contract by bidder. Brookfield Lakin LLC shall be free to terminate the Contract or, at option, release the successful bidder. Payment and Performance Bonds will be required for this Work. The successful bidder, simultaneously with the execution of the Contract, shall be required to furnish a Payment Bond in the amount equal to one hundred percent (100%) of the Contract Price, and a Performance Bond in an amount equal to one hundred percent (100%) of the Contract Price. Successful Bidder shall name Brookfield Lakin LLC as obligee on both the Payment and Performance Bonds and name the City of Avondale as an additional obligee on the Performance Bond using a Dual Obligee Rider form. An approved Dual Obligee Rider Form is included as Exhibit 8 in Special Provisions List. The right is hereby reserved to accept or reject any or all bids or parts thereto, to waive any informalities in any proposal and reject the bids of any persons who have been delinquent or unfaithful to any contract with the Brookfield Lakin LLC, the City of Avondale or Alamar Community Facilities District.
