Animal Shelter- Site Work Contract
Receipt of Bids: Separate sealed bids on forms prepared by the Engineer will be received by the Town of Woodbury, Town Clerk, 615 Route 32, PO Box 1004, Highland Mills, NY 10930 until 2 p.m. on August 13, 2026 for the Town of Woodbury Animal Shelter Project – Site Work Contract in accordance with Drawings, Specifications, and other Contract Documents prepared by Pitingaro & Doetsch Consulting Engineers P.C.
The project consists of, but is not limited to, the following:
Coordinate with the Town of Woodbury Supervisor or his/her designate designee to ensure proper execution of the project.Site #1 - Dog Kennels (Existing Masonry Block Facility)Demolition & Repairs: Demolish existing exterior dog runs and interior non-load-bearing walls. Repair the exterior envelope and concrete slab to seal all openings, repair damage, and level or patch slab surface as requiredThermal Retrofitting: Furnish and install wall and ceiling insulation to improve energy efficiency and environmental comfort.Glazing and Openings: Furnish and install energy-efficient windows and doors in proposed openings; seal and finish all openings to match proposed interior and exterior finishes.Interior Walls and Enclosures: Furnish and install all proposed partition walls, doorways, door hardware, glass kennel doors with feeding tray, and dog enclosures with commercial-grade, chemical-resistant, non-porous finishes.Interior Finishes: Furnish and install commercial-grade, non-porous, chemical-resistant interior finishes throughout, including slip-resistant seamless flooring.Acoustical Tile Ceiling: Furnish and install high-performance moisture resistant acoustical tile drop ceiling.Plumbing: Furnish and install all required plumbing lines, equipment, fixtures, and fittings; including but not limited to restroom fit-out, sinks, hose spigots, floor drains, grooming and laundry facilities, and a hot water heater.Electrical (By Others): All electrical safe-off, supply, rough-ins, wiring, and final connections to be completed by others; including but not limited to all interior/exterior lighting, wiring, conduit, devices, safety alarms, and final connections.Specialized Equipment: Furnish and install all specialty items, including but not limited to animal wash stations, grooming facilities, mobile crates, and medical-grade cabinetry.Exterior Wall Finish: Clean, repair, sand, and repaint all exterior block walls using durable commercial-grade paint.Fencing Installation: Furnish and install 50 linear feet of secure perimeter fencing.Exterior Dog Runs: Furnish and install five (5) individual enclosed exterior dog runs.Paving: Furnish and install 250 SY of asphaltic ADA-compliant walkway.Site #1 - Quarantine Kennels (Proposed Modular Building on Existing Site)Please Note: Foundation construction, Modular Building and utilities are provided by others. Utility connections will be capped 5 feet from the building perimeter.Demolish & Clear: Demolish existing wooden structure, clear the site, and dispose of debris.Plumbing Safe-Off: Isolate and cap existing plumbing lines prior to demolition.Utility Connections: Reconnect all plumbing utilities to the modular building post-installation.Electrical (By Others): All electrical safe-off, supply, rough-ins, wiring, and final connections to be completed by others.Site #2 - Site Preparation Site #2 - Cat Kennel Building (Proposed Modular Building)Please Note: Foundation construction, Modular Building and utilities are provided by others. Utility connections will be capped 5 feet from the building perimeter.Utility Connections: Connect all plumbing utilities to the modular building post-installation.Excavation: Provide excavation for all utilities entering the site.Electrical (By Others): All electrical safe-off, supply, rough-ins, wiring, and final connections to be completed by others.Specialized Equipment: Furnish and install all specialty items, including but not limited to animal grooming facilities, mobile crates, and medical-grade cabinetry.Workstations: Furnish and install reception desk and chairs.Modular Coordination: Coordinate all work with the Modular Building Contractor to ensure proper installation, connection locations, and technical requirements.Electrical Coordination: Coordinate all work with the Electrical Contractor to ensure the seamless installation and startup of electrically powered equipment.This project is funded by New York State Department of Agriculture and Markets and is subject to MWBE goals and additional required documentation listed in Table of Contents.The Contractor shall provide all labor, supervision, materials, equipment, tools, utilities, transportation, services, and incidentals necessary to complete the Work as specified in the Technical Specifications and as shown on the Plans.
Furnish and install 136 linear feet of 1-inch diameter Type K copper water service, including corporation stop and curb stop.Furnish and install approximately 900 cubic yards of clean fill to raise the ground level to the proposed grade.Furnish and install 300 tons of gravel for the parking lot foundation.Furnish and install approximately 150 tons of asphaltic binder.Furnish and install approximately 90 tons of asphaltic topcoat.Furnish and install 396 LF of 4- SDR-35 sewer main.Furnish and install 42 LF of 15-inch diameter N-12 drainage pipe.Furnish and install two (2) precast sewer manholes with bench.Furnish and install the proposed sewer main connection to an existing sewer manhole.Furnish and install 650 SF of concrete sidewalks.Furnish and install 85 LF of concrete curbing.Furnish and install two (2) bollards.Furnish and install pavement striping, crosswalk striping.Furnish and install MUTCD Signs required for handicapped spaces.
Pre-Bid Meeting will be held at 11 a.m. on July 23, 2026 at the Animal Shelter, 71 Schunnemuck Road, Highland Mills, NY 10930.
Bids will be publicly opened and read aloud at 2 p.m. on August 13, 2026, at the Town Hall, 615 Route 32, Highland Mills, NY 10930
The information for Bidders, Drawings, Specifications and other Contract Documents may be reviewed at the Office of Pitingaro & Doetsch Consulting Engineers P.C., 20 Industrial Drive, Middletown, NY 10941 and may be obtained at Pitingaro & Doetsch Consulting Engineers P.C. upon a non-refundable payment of $45.00 per set in favor of Pitingaro & Doetsch Consulting Engineers P.C. If documents are requested by mail, provide your Federal Express/UPS number or add $25.00 per set. All checks shall be drawn payable to Pitingaro & Doetsch Consulting Engineers P.C. and mailed via first class mail to 20 Industrial Drive, Middletown, NY 10941 ----OR--- these documents may be sent electronically for $25.00 upon an email request to Linda Kump at lkump@panddengineers.com. 24 Hour Notice Required For Printed Copies.
Each bid shall be accompanied by an acceptable form of Bid Guarantee in an amount equal to at least 5% of the amount of the Bid, payable to the Town of Woodbury as a guarantee that if the Bid is accepted, the Bidder will execute the Contract and file acceptable Performance and Payment Bonds within ten (10) days after the award of the Contract.

The Town of Woodbury hereinafter called the Owner, reserves the right to reject any or all Bids and to waive any formality or technicality in any Bid in the interest of the Owner.
STATEMENT OF NON-COLLUSION
Bidders are required to execute a non-collusion bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York.
Attention of bidders is particularly called to the requirements relating to conditions of employment to be observed and minimum wage rates to be paid under the contract, Segregated Facilities, Section 109, and Executive Order 11246. Bidders are also required to comply with the provisions of Sections 291-299 of the Executive Law of the State of New York and all other applicable laws and regulations.
The Town of Woodbury hereby notifies all bidders that it will affirmatively insure that in regard to any Contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex or national origin in consideration for an award.
