BEFORE THE PUBLIC UTILITIES COMMISION OF NEVADA
Microsoft Corporation (Microsoft) and Sierra Pacific Power Company d/b/a NV Energy (NV Energy), each, a Joint Applicant and, together, the Joint Applicants, intend to submit a Joint Application for three Permits to Construct the 345/34.5-kilovolt (kV) RNO12 Substation and 345-kV Viking Substation (the Project). The Project is located entirely on private lands in Storey County, Nevada. This request for three permits to construct will be filed with the Public Utilities Commission of Nevada (Commission) pursuant to the Utility Environmental Protection Act (UEPA) under Nevada Revised Statutes (NRS) 704.870(1) and Nevada Administrative Code (NAC) 703.423.
NOTICE OF AN APPLICATION FOR THREE PERMITS TO CONSTRUCT UNDER THE PROVISIONS OF UEPA FOR APPROVAL BY THE COMMISSION
Notice is hereby given to persons residing in the municipalities in which the utility facility to be constructed will be located. The Joint Applicants are proposing to construct the Project under three Phases. Although associated with one Project, Phases I and II will be constructed, owned, and operated by Microsoft, and Phase III will be constructed, owned, and operated by NV Energy, as detailed below.
Phase I ( Joint Applicant: Microsoft) – Grading and other early work site preparations will be completed under Phase I of the Project. Microsoft will contract with construction contractors to conduct all site preparations across the Project Area prior to construction of the utility facilities described under Phases II and III below. Phase I will include rough and fine grading of the Project Area and fencing of the area where the Viking Substation will be constructed under Phase III.
Phase II (Joint Applicant: Microsoft) – The RNO12 345-kV/34.5-kV substation will be constructed under Phase II of the Project and will be located adjacent and connected to NV Energy's Viking substation described under Phase III. Microsoft will construct, own, and operate the Phase II utility facility. The purpose of the connected RNO12 345-kV/34.5-kV substation is to deliver electric service for an anticipated Microsoft owned and operated datacenter for increased cloud storage.
Phase III (Joint Applicant: NV Energy) – The 345-kV Viking substation will be completed under Phase III of the Project. NV Energy will construct, own, and operate the facilities under Phase III. The purpose of the Viking substation is to allow Microsoft to take service via connection into NV Energy's planned transmission lines.
The content of the UEPA Application will include a description of the proposed facilities requiring three permits to construct from the Commission and its location.
The UEPA application will be filed under and governed by the provisions of the UEPA. Protests and written comments about the granting of the UEPA application must be filed with the Commission as provided by law.
