BOROUGH OF MORRIS PLAINS PLANNING BOARD, MORRIS COUNTY, NEW JERSEY NOTICE OF PUBLIC HEARING BY THE PLANNING BOARD REGARDING THE ADOPTION OF THE REVISED HOUSING PLAN ELEMENT AND FAIR SHARE PLAN AS AN AMENDMENT TO MORRIS PLAINS' MASTER PLAN
PLEASE TAKE NOTICE that pursuant to N.J.S.A. 40:55D-13 of the Municipal Land Use Law (the "MLUL") , the Borough of Morris Plains Planning Board shall hold a public hearing on March 3, 2026, at 7:30 p.m. at the Council Chambers, 531 Speedwell Avenue, Morris Plains, New Jersey 07950, on the adoption of the Borough's Revised Fourth Round Housing Plan Element and Fair Share Plan, which will amend the Borough's Master Plan. At least ten days prior to the public hearing, a full copy of the proposed Revised Housing Plan Element and Fair Share Plan will be available online, and also on file at the office of the Secretary of the Planning Board at 531 Speedwell Avenue, Morris Plains, New Jersey 07950, and may be inspected and copied during normal business hours, 8:30 a.m. to 4:00 p.m., Monday through Friday. The proposed Revised Fourth Round HEFSP was prepared in accordance with N.J.S.A. 40:55D-28(b)(3) of the MLUL and the mandatory requirements of a Housing Element under the New Jersey Fair Housing Act, as amended on March 20, 2024 by P.L. 2024 (N.J.S.A. 52:27D-301 et seq.) ("FHA"), and other applicable law. The Revised Fourth Round Housing Element and Fair Share Plan also delineates the actions taken, and to be taken, by the Borough to address its affordable housing responsibilities under FHA and other applicable law. PLEASE TAKE FURTHER NOTICE at the time of the public hearing, any interested person may appear to ask questions and present comments in support of, or in opposition to the proposed Revised Housing Plan Element and Fair Share Plan. After Public Comment, the Planning Board shall consider adoption of the Revised Plan by way of resolution. The Planning Board reserves the right to amend the proposed Housing Element and Fair Share Plan as a result of comments made by the public at the public hearing or by the Planning Board without further notice.
