COMMUNITY DEVELOPMENT BLOCK GRANT – DISASTER RECOVERY (CDBG-DR)
PUBLIC HEARING
Florida Commerce's Rebuild Florida Infrastructure Repair Program has been allocated $400 million to fund infrastructure restoration and improvement projects in communities impacted by the 2023 and 2024 Storms (Hurricanes Idalia, Debby, Helene, Milton and the 2024 North Florida Tornadoes). The funding is provided by the United States Department of Housing and Urban Development (HUD) Community Development Block Grant - Disaster Recovery (CDBG-DR) Program to address unmet disaster recovery needs related to damage from the 2023 and 2024 Storms. Infrastructure activities may include, but are not limited to, restoration or improvement of infrastructure damaged by 2023 and 2024 Storms (such as water and sewer facilities, streets, removal of debris, drainage, bridges, etc.); demolition and rehabilitation of publicly or privately owned commercial or industrial buildings; renourishment of protective coastal dunes systems and state beaches; repairs to damaged buildings that are essential to the health, safety, and welfare of a community when repairs to these buildings constitutes an urgent need (this can include police stations, fire stations, parks and recreational centers, community and senior centers, hospitals, clinics, homeless shelters, schools and educational facilities, and other public properties, including properties serving as emergency shelters); repairs to water lines and systems, sewer lines and systems, drainage, and flood mitigation systems; natural (e.g., landscaping, plants, shrubs, etc.) infrastructure; communications infrastructure; and acquisition with or without relocation assistance.
Each activity funded using CDBG-DR dollars must meet one of the following National Objectives:
1. To benefit Low-and-Moderate Income Persons; or
2. To address an Urgent Need posing a threat to the health or welfare of the community and where other financial resources are not available to meet such needs.
This public notice is to solicit citizen comments regarding an application for funding for the following project:
The City of Atlantis plans to apply to the Rebuild Florida Infrastructure Repair Program for funding to carry out improvements to harden offsite electricity transmission infrastructure serving HCA Florida JFK Hospital, a critical emergency healthcare partner during times of disaster. This project will include undergrounding transmission lines serving the hospital. The total estimated funding request is $5,600,000.
The City does not anticipate any persons will be displaced as a result of the planned CDBG funded activities. If any persons are displaced as a result of the planned activities, the City of Atlantis will assist them as described in the City's anti-displacement and relocation policy, which is available for review at City Hall.
A public hearing to provide citizens an opportunity to comment on the applications will be held at 10:00AM EST on September 26, 2025, at City Hall in Council Chambers, 260 Orange Tree Drive, Atlantis, FL 33462. Draft copies of proposed project documents will be available for review at City Hall, Monday – Friday, between the hours of 9:30AM – 3:00PM. Persons that wish to submit written comments regarding the applications should submit them by email at bmoree@atlantisfl.gov or in person at 260 Orange Tree Drive, Atlantis, FL 33462, no later than 9:30AM EST on September 26, 2025 . Applications are due no later than September 29, 2025.
