The City of Bonita Springs invites sealed submissions in response to Request for Qualifications (RFQ) 25-20, Construction, Engineering and Inspection (CEI) Services for Grant-Funded Projects.
The City received grant funding from multiple federal and state agencies for the projects. Funding for multiple projects will be funded by Florida Commerce through a joint agreement for the U.S. Housing and Urban Development (HUD) Community Development Block Grant – Mitigation (CDBG-MIT) funds, by Lee County Office of Strategic Resources and Government Affairs Community Development Block Grant – Disaster Recovery (CDBG-DR), Community Development Entitlement Funds Annual Allocation (CDBG), Federal Highway Administration (FHWA) and City General Funds. All services must adhere to the HUD CDBG-MIT, CDBG-DR, CDBG, FHWA regulations and requirements, including 84 FR 45838 Federal Register. Respondents will be expected to be registered and active with E-Verify.
Before submitting a RFQ, interested Respondents must obtain the bid package from the City by registering the firm on the City's website at www.cityofbonitasprings.org, under the procurement tab. Please Note: If the document package is not obtained from the City website, the RFB response will not be accepted.
The Respondent shall submit one (1) original, three (3) copies, and one (1) flash drive. The Respondent will be required to enter into an agreement with the City using the City's forms.
Sealed Request for Qualifications will be received by the City Clerk, Bonita Springs City Hall, 9101 Bonita Beach Road, Bonita Springs, FL 34135, until 2:00 p.m. (ET), Thursday, December 11, 2025. Submissions will be publicly opened at 2:00 p.m. (ET), Thursday, December 11, 2025, at Bonita Springs City Hall, 9101 Bonita Beach Road, Bonita Springs, FL 34135. No late submissions can or will be accepted.
If there are any procedural questions or questions regarding the specifications for intended work, please submit questions in writing no later than five (5) business days before the scheduled opening of the responses to procurement@cityofbonitasprings.org.
All firms are hereby placed on notice that neither the City Council, nor any employee of the City of Bonita Springs, nor members of the Selection Committee wish to be lobbied either individually or collectively about the solicitation. Firms and their agents are hereby placed on notice that they are not to contact members of the City Council or staff members for such purposes as holding meetings of introduction, dinners, etc. to influence the outcome of the selection process, if they intend to, or have submitted a proposal or Letter of Interest for this project.
The City reserves the right to formally amend or clarify the requirements and qualifications where it deems necessary. Any such addendum/clarification shall be posted to the City's website (www.cityofbonitasprings.org) prior to the deadline for submission. It is the sole responsibility of Respondent to check the website for any addenda's.
The City reserves the right to reject any and all RFQ's, to waive defects in the form of any responses received, re-advertise for a qualified consultant, and to select the qualified consultant that best meets the requirements of the City. This notice and the solicitation documents may be made available in alternative accessible formats upon request to the City Clerk.
Section 3 Residents and Business Concerns, Minority-Owned Business Enterprises, Small Business Enterprises, Women-Owned Business Enterprises, and Labor Surplus Area firms are encouraged to submit proposals. The City of Bonita Springs is an Affirmative Action/Equal Opportunity Employer.
