City of Dallas Center Meeting Minutes-September 9, 2025
Mayor Danny Beyer opened a public hearing at 7:00 pm on the matter of the adoption of the Third Amendment to the Urban Revitalization Plan for Dallas Center by adding Lots 1, 2, and 3 of Country Living Estates, an Official Plat in and forming a part of the City of Dallas Center. There were no written or verbal comments. Mayor Danny Beyer closed the hearing at 7:01 pm.
The Dallas Center City Council met in regular session on September 9, 2025 at 7:01 pm. Mayor Danny Beyer called the meeting to order and led the Pledge of Allegiance. Council members present included Bret Van De Pol, Amy Strutt, Angie Beaudet, Beth Wright and Daniel Willrich. Also, present were City Attorney Ralph Brown, City Administrator John Cook, Public Works Director Brett Kaszinski and City Engineer Bob Veenstra.
Motion by Willrich, 2nd by Van De Pol to approve the agenda. Motion passed 5-0.
Public Comments-Bob Haxton spoke about concerns with water quality. Julie Becker had several comments regarding freedom of speech.
Motion by VanDePol, 2nd by Beaudet to approve the consent agenda: [Approve minutes of August 12th regular meeting (subject to correcting the reference to Ordinance No. 624, which should have referred to Ordinance No. 626, in the motion by Wright and 2nd by Beaudet waiving the second and third reading); August Treasurer's Report, Balance Sheet, and Budget Report; August Law Enforcement, Fire/Rescue, Compliance and Water Reports; Approve invoices for payment (review committee Willrich & Van De Pol)] Motion passed 5-0.
Robert Findlay, Library Board Chairman, provided a report on the investigation done after receiving letters from former employees. Chairman Findley indicated that a grievance procedure will be put in place to provide staff with a process to follow. It was found that there was an unequal distribution of the workload. The Library Board discussed the importance of communication with staff and the Friends of the Library group. The board discussed the topic of micromanagement and felt this was a nonissue.
City Engineer Bob Veenstra provided an updated report on the current site plan for the Heritage Park Pavilion and Amphitheater.
Motion by Beaudet, 2nd by Strutt on Resolution 2025-43 – approving the Site Plan for the Heritage Park Pavilion and Amphitheater. Roll Call Vote, All Ayes. Motion passed.
Motion by Wright, 2nd by Strutt to purchase trees for Memorial Park using funds from the Trees Please grant in an amount not to exceed $2,000.
Motion by Willrich, 2nd by VanDePol to purchase 3 stone blocks for Century Farms Park in an amount not to exceed $1,800.
Motion by VanDePol, 2nd by Wright to purchase two benches to be installed at the Dallas Center Community Pool in an amount not to $5,200.
Motion by Willrich, 2nd by VanDePol approving the agreement with A King's Throne for the city parks during the winter months.
Motion by Beaudet, 2nd Strutt – to purchase a new ice rink liner in an amount not to exceed $1,525.
Discussion was held on when Beggar's Night should be held. The clerk was asked to touch base with the Celebrations Committee to find out their preference. The council decided to discuss this topic further at the October meeting.

Roll Call Vote, All Ayes. Motion passed.
Motion by Willrich, 2nd by Beaudet on Ordinance No. 629 – amending the area designated as the Urban Revitalization Plan in the City of Dallas Center, Iowa, first reading. Roll call vote all ayes, motion passed.
Motion by Willrich, 2nd by VanDePol to waive the second and third readings of Ordinance No. 629 making the ordinance effective upon publication.
Public Works Director Brett Kaszinski reported the public works department have been filling potholes throughout town; repaired aerator at sewer plant; a lot of training coming up; working to get things ready for winter; and researching a backflow software option.
City Engineer Bob Veenstra reported that the Skye View Estates is still planning to move forward as he has been in communication with the developer.
The council discussed the operation and use of golf carts, all-terrain vehicles, off-road utility vehicles, and snowmobiles in the City.
Motion by Strutt, 2nd by Beaudet on Ordinance No. 627 – amending Chapter 75 of the Code of Ordinances to permit the operation and use of golf carts, all-terrain vehicles, off-road utility vehicles, and snowmobiles in the City under certain restrictions, second reading.
The clerk provided a report on the change in procedures for the collection of bulk items, and the elimination of a collection fee.
Motion by Beaudet, 2nd by Wright on Resolution 2025-44 – providing for the elimination of the fee for the collection of bulk items by Waste Management of Iowa, Inc. effective September 30, 2025. Roll Call Vote, All Ayes. Motion passed.
City Administrator John Cook reminded the council of the work session scheduled for September 30, 2025. Administrator Cook also provided a report on the Walnut Street landscaping that is overtaking its space. A landscape engineer will be consulted to find appropriate foliage.
