NOTICE OF HEARING
Pursuant to N.J.S.A. 40:55D-12
PLEASE TAKE NOTICE that the Zoning Board of Adjustment of the City of Long Branch ("Board") will hold a public hearing on Monday, July 13, 2026 at 7:00 p.m. at City Hall, Council Chambers, 2nd Floor, 344 Broadway, Long Branch, New Jersey to consider the application of SBH Community Service Network, Inc. ("Applicant") for premises known as Lot 31 in Block 22.01 as shown on the Official Tax Map of the City of Long Branch and located at 250 Park Avenue, Long Branch, New Jersey ("Property").
The Property, which is located in the City's R-2 One-Family Residential Zone District ("R-2 Zone"), is approximately 2.52 acres and currently contains a 2-story, brick frame house of worship ("Synagogue") building and related site improvements. Houses of worship are conditionally permitted uses in the R-2 Zone. The existing Synagogue does not utilize the entirety of the existing building, so Applicant is seeking to add a nonprofit community center use to the building, which will offer a range of social and community services including counseling, food pantry, benefits assistance, career services, and community programing and events serving the Long Branch and surrounding local communities. In conjunction with the use, Applicant proposes building renovations and various site upgrades including parking, lighting, landscaping, and related site improvements, for which Applicant seeks preliminary and final site plan approval.
While a community center is a principally permitted use in the R-2 Zone, more than one principal use on a lot is not permitted. Therefore, in addition to seeking preliminary and final site plan approval for the site improvements, Applicant seeks use variance relief pursuant to NJSA 40:55D-70.d.1 to permit two principal uses (house of worship and community center) on one lot.
The Property and structures are preexisting nonconforming as to side yard setback, driveway width, and driveway setback to property line and to street intersection. In conjunction with the improvements, Applicant seeks bulk variance relief pursuant to NJSA 40:55D-70.c for:
Lot coverage of 73.7%, whereas a maximum of 40% is permitted and 68% exists.
Providing 115 off-street parking spaces (including 5 handicap spaces and 17 make-ready EV spaces), whereas a minimum of 157 parking spaces (including EV parking credit) is required for the combined uses. If the EV spaces were not proposed, a total of 174 spaces would be required.
Front yard driveway/parking coverage of 51.4%, whereas a maximum of 20% is permitted.
Ground sign area of 58 square feet, whereas a maximum of 10 square feet is permitted.
Ground sign setback to right-of-way of 8 feet, whereas a minimum of 30 feet is required.
Applicant also expressly makes application for any additional exceptions, interpretations, waivers, variances, and other approvals as reflected on the filed plans as same may be further amended from time to time without further notice and as may be determined to be necessary by the Board or its professionals during the review and processing of the application.
PLEASE TAKE FURTHER NOTICE that you are privileged to be present at said public hearing to present any and all comments you may have to the granting of said approvals. The hearing may be continued without further notice on such additional or other dates as the Board may determine. The application and supporting documents are on file with the City of Long Branch Office of Planning and Zoning, 344 Broadway, Long Branch, New Jersey and are available for inspection during the City's normal business hours.
