CITY OF SOUTH MILWAUKEE COMMON COUNCIL MEETING

Tuesday, March 17, 2026, Common Council Chambers at South Milwaukee City Hall, 2424 15th Avenue, South Milwaukee, Wisconsin. Mayor Jim Shelenske called the Common Council meeting to order at 7:03 PM. 7 Alderpersons were present.
The meeting was prefaced with the Pledge of Allegiance.
Citizen comment period was opened at 7:05 p.m. and closed at 7:05 p.m.
MOTION by Clark/Briesemeister to approve a contract with John's Disposal for municipal solid waste collection, residential bulk collection, and recycling services for June 30, 2026 through December 31, 2026, and authorize the proper city officials to execute the agreement pending final review from the City Attorney. Upon roll call, motion carried 5-2 (Backes and Olechowski voted no).
Common Council took a short recess.
Common Council returned from recess. Ald Bartoshevich was excused.
MOTION by Briesemeister/Olechowski to adopt the following items in the consent agenda: a) Approval of minutes from the March 3, 2026 Common Council regular meeting, b) Acceptance of the resignation of Distribution and Collections Technician Christopher Beierle, effective March 11, 2026, c) Acceptance of the retirement letter by Equipment Operator Tim Rogan, effective April 8, 2026, d) Approval of an application for a temporary extension of licensed premises by GEJ of South Milwaukee, Inc d/b/a Spirits Bar & Grill at 922 Milwaukee Avenue for June 6, 2026 from 2:00 PM – 10:00 PM, e) Appointment of Julia Dekker as a member of the Celebrations Committee, and f) Approval of the Schedule of Vouchers for the period February 1-28, 2026 in the amount of $7,357,397.04. Motion carried 6-0.
Ald Bartoshevich returned to the meeting.
MOTION by Briesemeister/Olechowski to suspend the rules to allow for giving the first, second, and third readings on an ordinance to amend Salary Ordinance No. 2602 to fix and establish the wages paid for Seasonal Helpers. Motion carried 7-0.
MOTION by Briesemeister/Olechowski to adopt an ordinance to amend Salary Ordinance No. 2602 to fix and establish the wages paid to Seasonal Helpers, and give the ordinance its first, second, and third readings. Motion carried 7-0.
MOTION by Briesemeister/Olechowski to adopt an ordinance to approve an exception to the Summer Employment Policy, on a non-precedent setting basis, to allow for the return of a Seasonal Helper employee for the summer 2026 employment who is not enrolled in school for the fall 2026 semester. Motion carried 7-0.
MOTION by Backes/Olechowski to approve the purchase of a replacement Engineering vehicle, utilizing the lowest responsible quote from Kunes Automotive for a Chevrolet Silverado 1500 double cab in the amount of $44,609.50, or the next lowest responsible quote if the vehicle becomes unavailable, with funding from the Capital Equipment Fund. Motion carried 7-0.
MOTION by Backes/Olechowski to authorize a contract with A.W. Oakes & Son Inc. for the 9th Avenue Reconstruction project, in a contract amount of $3,403,737.51 with funding from applicable capital project funds and storm water funds, as directed by the City Engineer and the Water/Wastewater Superintendent. Motion carried 7-0.
MOTION by Briesemeister/Olechowski to approve the Emergency Medical Services Agreement for Paramedic Services between Milwaukee County Department of Health and Human Services and the City of South Milwaukee effective January 1, 2026 through December 31, 2031, and to authorize proper city officials to execute the agreement. Motion carried 7-0.
MOTION by Briesemeister/Olechowski to authorize the Health Department to utilize opioid settlement funds in an amount not to exceed $10,000 for the 2026 Mix, Mingle, and Music Bingo event on May 13, 2026. Motion carried 7-0.
MOTION by Briesemeister/Olechowski to approve an agreement with Scott Crawford, Inc. related to the use of a public alley, and to authorize proper city officials to execute the agreement. Motion carried 7-0.
MOTION by Briesemeister/Olechowski to convene into closed session pursuant to Wis. Stats. 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified business, whenever competitive bargaining reasons require a closed session, specifically to discuss a possible extension to a development agreement between the City of South Milwaukee and AK Development for the Canal Transit Lofts project at 2318 10th Avenue in Tax Increment District No. 5. Upon roll call, motion carried 7-0.
MOTION by Backes/Olechowski to return to open session and take any necessary action on closed session items. Upon roll call, motion carried 7-0.
No action taken on a possible extension to a development agreement between the City of South Milwaukee and AK Development for the Canal Transit Lofts project at 2318 10th Avenue in Tax Increment District No. 5.
MOTION by Backes/Olechowski to adjourn the meeting at 9:23 p.m. Motion carried 7-0.
