CITY OF VINELAND PLANNING BOARD
      NOTICE OF PUBLIC HEARING
PLEASE TAKE NOTICE that the City of Vineland Planning Board will conduct a public hearing with respect to an application submitted by Highland Development Group, LLC, as both Owner and Applicant, for minor subdivision approval and bulk variance relief in connection with the proposed subdivision of property located at 955 Charles Street, designated on the City of Vineland Tax Map as Lot 1 in Block 2005.  By way of further identification, the property sought to be developed is located on the south side of Pinegrove Avenue, east of Charles Street. The property is situate in the R-5 (Residential) Zone, as set forth on the Zoning Map of the City of Vineland. 
 
The development contemplated by the owner/applicant involves the proposed subdivision of a 4.18 acre tract of undeveloped land to create a new lot containing 86,400 square feet (1.98 acres) of area and a remainder lot containing 95,600 square feet (2.20 acres) of area, each lot for the construction of a single-family home. 
 
The owner/applicant also seeks bulk variance relief in recognition of the existing non-conforming lot frontage condition associated with the abutment of the property along Charles Street as well as bulk variance relief of the net lot depth, each condition featuring a dimension of 115 feet.
 
In addition to the relief specified above, the applicant seeks any variances, deviations, design exceptions, design waivers, submission waivers, interpretations or plan modifications as may be determined to be necessary during review and hearing of the application. 
The hearing will be held at 6:30 PM on Wednesday, November 12, 2025, in City Council Chambers located on the Second Floor of Vineland City Hall, 640 E. Wood Street, Vineland, NJ 08360.  At the hearing, at said time and place, all interested parties will be given an opportunity to be heard in accordance with the rules, regulations and procedures of the City of Vineland Planning Board.
 
THIS NOTICE is given in compliance with the requirements of the Municipal Land Use Law of the State of New Jersey (N.J.S.A. 40:55D-1 et. seq.) and the relevant provisions of the City of Vineland Land Use Ordinance. 
 
All documents relating to this application are on file in the Office of the Secretary of the City of Vineland Planning Board, 640 E. Wood Street, Vineland, NJ 08360, where the documents are available for inspection before 4:00 PM on regular business days, by all interested parties.
