CITY OF WORCESTER PROPOSED ORDINANCE
The City Council of the City of Worcester at a meeting held in City Hall on February 3, 2026 voted to advertise the following on a roll call vote of Eleven Yeas and No Nays: AN ORDINANCE AMENDING CHAPTER THIRTEEN OF THE REVISED ORDINANCES OF 2008 RELATIVE TO MUNICIPAL PARKING FACILITIES AND THE USE OF ELECTRIC VEHICLE CHARGING STATIONS Be It Ordained by the City Council of the City of Worcester, as follows: Section 1. Chapter Thirteen of the Revised Ordinances of 2008, Part One, is hereby amended by inserting the following definitions in section 1: electric vehicle – a battery electric vehicle that draws propulsion energy solely from an on-board electrical energy storage device during operation that is charged from an external source of electricity or a plug-in hybrid electric vehicle with an onboard electrical energy storage device that can be recharged from an external source of electricity which also has the capability to run on another fuel. electric vehicle charging station – an electric component assembly or cluster of component assemblies designed specifically to charge batteries within electric vehicles by permitting the transfer of electric energy to a battery or other storage device in an electric vehicle. Section 2. Chapter Thirteen of the Revised Ordinances of 2008, Part One, is hereby amended by deleting the definition of "vehicle" in section 1 thereof and inserting the following updated definition in lieu thereof: vehicle - every device in, upon or by which any person or property is or may be transported, or drawn upon a street or highway, including bicycles and electric vehicles when the provisions of these ordinances are applicable to them. Section 3. Chapter Thirteen of the Revised Ordinances of 2008, Part One, is hereby amended by inserting a new section thirty-seven A as follows: § 37A. Parking in Electric Vehicle Spaces Prohibited (1) When official signs are erected giving notice thereof, no person shall stop, stand or park any vehicle, other than an electric vehicle, within either on-street or off-street municipal parking facilities specifically designated for the use of electric vehicle charging stations. These designated locations are reserved exclusively for electric vehicles that are actively charging at the station. Parking at an electric vehicle charging station without connecting to the charging station or remaining connected after the vehicle is fully charged is prohibited. (2) Pursuant to this section, the Department of Transportation and Mobility and the Department of Public Works shall have the authority to designate municipal parking facilities for the use of electrical vehicle charging stations and to promulgate any rules and regulations related thereto. Section 4. Chapter Thirteen of the Revised Ordinances of 2008, Part One, is hereby amended by deleting subsection (i) in section 36 thereof and inserting the following new subsections (i) and (j) in lieu thereof: (i) A fine of forty dollars shall be imposed for each violation of § 37A. (j) Every fine imposed in this section shall be increased by five dollars if not paid within 21 days from the date of issuance. Thereafter, upon notice by the parking administrator to the Registrar of Motor Vehicles pursuant to chapter 90, § 20A½ of the General Laws, the fine shall be increased by an additional fifteen dollars.
