CITY OF YREKA CITY COUNCIL MEETING NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that the Yreka City Council will hold a public hearing at 6:30 p.m., Tuesday, January 20th, 2026, in the Council Chambers, 701 Fourth Street, Yreka, California. Cannabis Fee Schedule: The City of Yreka is proposing new Cannabis Business Permit program fees for the 2026 calendar year. These fees will support the City's regulatory program for non-storefront retail cannabis businesses established under Ordinance No. 885. The proposed fee schedule reflects the costs of processing applications, issuing permits, and conducting compliance and oversight activities. A cost analysis by City staff and SCI Consulting Group identified the reasonable costs associated with administering the program. The recommended fees are structured to recover these costs without exceeding the actual expense of providing the services. A public hearing will be held to consider adoption of the proposed cannabis permit program fees. Environmental Review: The proposed action has been determined to meet the guidelines for exemption under Section 15273(a)(1) "Rates, Tolls, Fares, and Charges" of the State California Environmental Quality Act (CEQA) Guidelines. This proposed fee schedule update is a statutory exemption as CEQA does not apply to the establishment, modification, structuring, or restructuring of rates, tolls, fares, or other charges by public agencies which the public agency finds are for the purpose of meeting operating expenses, including employee wage rates and fringe benefits. Public Comment: Public comment may be given on this project in several ways: 1) By emailing arocalezra@yrekaca.gov. Please identify the specific item you are commenting on; 2) By mailing written comments to City Hall, 701 4th Street, Yreka, CA 96097; 3) attending the public hearing at City Council on the noted date, time, and location above in person. If a member of the public wishes to challenge the proposed project, comments may be limited to only those issues raised at the public hearing described in this notice, or in written correspondence delivered prior to the public hearing.
