The Department of Civil Rights will hold a public hearing to receive public comments on proposed
changes to the Organization, Practice, And Procedure rule set.

The purposes of these rules are to regulate, manage and facilitate the efficient operations of the
Michigan Department of Civil Rights and Michigan Civil Rights Commission. The proposed rule changes
are intended to expedite the process for filing complaints; provide a mechanism for early resolution of
complaints; clarify the process for appeal of final decisions of the commission and department; expand
the methods of communication between the department/commission and parties; and codify the
commission's right to post civil rights laws.

The public hearing will be conducted in compliance with the 1990 Americans with Disabilities Act. If the
hearing is held at a physical location, the building will be accessible with handicap parking available.

The proposed rules will take effect immediately after filing with the Secretary of State. The proposed
rules are published on the State of Michigan's website at www.michigan.gov/ARD and in the 10/1/2025
issue of the Michigan Register. Copies of these proposed rules may also be obtained by mail or
