Description of Proposal:
STONERIDGE – Minor Plat Amendment to Address Lot Configuration Changes Due to Engineering Issues Encountered in the Field. 25-03238
This Minor amendment is requested to address lot configuration changes for the Stoneridge Preliminary Plat and Performance Based Development applications (permits 22-01032 and 22-00424) needed due to engineering concerns encountered in the field. During construction, it was discovered that the slope adjacent to three lots in phase 1 (Lots 612, 613, 144) made building infeasible. As a result, this proposal relocated two of those lots to phase 4, and one to another location in Phase 1 (adjacent to lot 230). Lot movement created shifts to Open Space Tracts, to preserve usable open space. Tract 33 in Phase 4 was shifted north and Tract 32 in Phase 4 was widened. Total lots provided remain the same, the number of detached single family and attached single family lots remain the same, number of affordable housing units remain the same, access roads remain the same, and open space continues to exceed minimum requirements.
SEPA Determination:
The lead agency for this proposal modified its SEPA threshold Determination of Non-Significance (DNS) in consideration of the changes described above. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). The lead agency made this decision after reviewing a completed environmental checklist and other information on file for consistency with KCC Title 17 Zoning, Title 19 Critical Areas, Title 22 Shoreline Master Program and Title 12 Stormwater. This information is available to the public on request.
Comment Period:
This modified DNS is issued under WAC 197-11-340(2)(f) and does not include additional notice and comment periods since the changes qualify as an addendum per WAC 197-11-706 and does not substantially change the analysis of significant impacts and alternatives in the existing environmental document.
Conditions:
No additional Conditions of Approval as result of this addendum.
