Description of Proposal:[KITSAP CCS LLC - Site Development Activity Permit - For Constructing 30x50 Metal Building (25-00823)]; The proposal is for development of the 0.61-acre lot with a 1,500 square foot steel building. The site improvements for the project include parking facilities, stormwater controls, landscaping, and a septic system. The building will be used as a support building for funeral related tasks as well as housing casket inventory, supplies, and a state-of-the-art crematory. This building will not be opened to the public.
SEPA Determination:
The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency for consistency with KCC Title 17 Zoning, Title 19 Critical Areas, Title 22 Shoreline Master Program and Title 12 Stormwater. This information is available to the public on request.
Comment Period:
This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS.
COMMENTS:
The SEPA comment period previously occurred concurrent with the Notice of Application sent out on September 19, 2025. No comments were received.
Conditions:
Project shall follow Stormwater controls and provisions in Title 12.Project shall follow the recommendations of the Geotechnical Evaluation by Cobalt Geosciences dated June 19, 2025.Project shall require permits from Puget Sound Clean Air Agency and Department of Ecology (if applicable).
