Description of Proposal: [KLINGMAN - Conditional Use for Existing Detached Accessory Dwelling Unit 26-00445; Conditional Use Permit for Accessory Dwelling Unit Above Existing Shop Area. The Applicant proposes converting part of the 2nd floor of an existing 2-story accessory building into a detached ADU. The unit will be 900 square feet. The original building was constructed in 2018 and reviewed for environmental issues at that time. No additional footprint proposed. Location is 120 feet from New Single-Family residence. Both will use a shared driveway accessing from the West on NE Buck Lake RD. Applicant is providing one additional off-street parking space.
SEPA Determination: The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency for consistency with KCC Title 17 Zoning, Title 19 Critical Areas, Title 22 Shoreline Master Program and Title 12 Stormwater. This information is available to the public on request. Comment Period:The Department is issuing this Determination of Non-Significance (DNS) is under 197-11-340(2). However, the Notice of Application April 13, 2026 identified this project as SEPA exempt. Therefore, this DNS includes a 14 day comment period. The lead agency will not act on this proposal for 14 days from the date below. Comments must be received on or before 06/04/2026.
Conditions:Project shall follow Stormwater controls and provisions in Title 12.Project shall follow the conditions from Permit 18-01983
