Description of Proposal: LEAF LIFE - Tenant improvement within existing warehouse 25-04502 ; Tenant improvement in existing commercial warehouse on a 1.11-acre parcel. Improvement will be for processing and growing cannabis. Construction of (2) flower rooms and (1) vegetation room/clone room. Processing is limited to drying, trimming and packaging. No CO2 enrichment or extraction. Any hazardous materials will be kept below the maximum allowable quantities listed in and will comply with the 2021 International fire code
SEPA Determination: The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency for consistency with KCC Title 17 Zoning, Title 19 Critical Areas, Title 22 Shoreline Master Program and Title 12 Stormwater. This information is available to the public on request.
Comment Period: This DNS is issued under 197-11-340(2); the lead agency will not act on this proposal for 14 days from date of issuance. Comments may be submitted beginning 6/15/2026 and must be submitted no later than: 6/29/206 at 11:59pm.

Conditions: This permit shall comply with all Kitsap Public Health District regulations and conditions of approval.The project must obtain approval, or written confirmation that no review is necessary, from the Puget Sound Clean Air agency.Operational permits for propane and propane distribution will be required if propane tanks or the ability to conduct propane distribution is observed during FC-CO-Final walk through.
