The City of Wausau has prepared a Broad- Level Tiered Environmental Assessment (EA) for the following projects for the years 2025-2029. The EA is on file at the address above and is available for public examination and copying. An electric version can also be viewed on the City of Wausau's website.
Project Name: Housing/Homeowner Rehabilitation Program AND
Acquisition of City Parcels
Nature/Purpose of Projects:
Housing/Homeowner Rehabilitation Program: Projects will consist of necessary repairs/renovations of residential properties to increase energy-efficiency, correct safety issues, code violations and/or incipit violations. Repairs can also address maintenance issues to maintain and/or improve the value of the property. Program will assist income qualified homeowners to make necessary repairs so they can stay in and afford their home OR City-owned properties that need repairs before they can be placed on the market and sold to income qualified households that will utilize the property as their primary residence.
Acquisition of City Parcels: Projects will consist of the acquisition of city parcels through direct sales, foreclosure, bidding on county-owned properties, or other legal measures. This could include vacant in-fill lots or properties with buildings on them. Zoning could include residential, multi-family and/or commercial. Properties would be identified and marketed for an "end means" such as in-fill new construction of a single-family house, duplex, or multifamily residents OR a new commercial redevelopment of which job creation for lower-to-moderate income residents would be determined to be the end result of the project. In addition, funds could assist in the acquisition of a modular or manufacturer home to be placed on a single-family in-fill lot. Other sources of funds will be utilized to finish the construction of those activities. The homes will be sold to income-qualified households once the house is fully completed.
Locations: Undetermined at this time. All sites will be located within the Corporate limits of the City of Wausau.
Estimated Cost of Projects/Programs
Housing/Homeowner Rehabilitation Program: approximately $250,000 in new funding (anticipating $50,000 per year) along with approximately $125,000 of revolving loan funds each year for a total of $635,000 in revolving loan funds.
Acquisition of City Parcels: approximately $1M in new funding (anticipating $250,000 per year – from 2026 through 2029) along with approximately $125,000 of revolving loan funds each year from sale of homes for a total of $1,625,000. This is an approximate and will fluctuate as lots are identified and available.
The City of Wausau has determined that such requests for release of funds will not constitute an action significantly affecting the quality of the human environment and, accordingly, the City of Wausau has decided not to prepare an Environmental Impact State (EIS) under the National Environmental Policy Act of 1969 (PL 91-190).
The reason for such decision is: None of the federal and state agencies contacted noted any negative environmental concerns with the proposed new project as it is located in a developed urban area.
All agencies, groups or individuals disagreeing with this decision are invited to submit written comments to the above address. Such written comments should be received on or before November 28, 2025. All such comments will be considered, and the City of Wausau will not request the release of federal funds or begin the project prior to such date.
On or about December 1, 2025, the City of Wausau will request the U.S. Department of Housing and Urban Development, Milwaukee Field Office (HUD) to release Community Development Block Grant (CDBG) funds for this project.
The City of Wausau is certifying to HUD that it and its chief executive officer, in his official capacity as Mayor, consent to accept the jurisdiction of the federal courts if an action is brought to enforce environmental review responsibilities, decision-making, and action; and that these responsibilities have been satisfied. Upon certification, the City of Wausau may use the CDBG funds, and HUD will have satisfied its responsibilities under the National Environmental Policy Act of 1969. HUD will accept an objection to the release of funds and certification only if (a) the certification was not executed by the chief executive officer or other officer of the City of Wausau approved by HUD; or (b) the City of Wausau's EA indicates omissions of a required decision, finding, or step.
Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the HUD Milwaukee Field Office at MKE-ENV@hud.gov. Potential objectors should contact the HUD Milwaukee Field Office via email to verify the actual last day of the objection period.
Objections for reasons other than those stated above will not be considered by HUD. No objections received after December 16, 2025, will be considered by HUD.
