NOTICE OF PUBLIC HEARING
Zoning Amendments to the City of Framingham Zoning Ordinances
Zoning Map & Table of Uses & Table of Dimensional Regulations Amendments:
Clarks Hill and Eagle Rock
The Framingham City Council will hold two separate public hearings on Tuesday March 17, 2026 7:00 P.M. in the Blumer Room Room in the Memorial Building, located at 150 Concord Street, Framingham, AND/OR via remote conference to review proposed amendments to the Framingham Zoning Map (Eagle Rock) which includes expansion of the Business (B) district form the majority portion of 33 Dinsmore Avenue, parcel ID 103/23/6171/000 into the remainder of that parcel as well as into a portion of 31 Valentine Road, parcel ID 103/22/1218/000 to replace a portion of a R-1 (Single Family Residence) district as shown in the proposed plan in the background material AND
The proposed amendments include amending the zoning district for 1 Clarks Hill Lane, parcel ID 122/18/8290/000, to be changed from R-1 (Single Family Residence) to PRD (Planned Reuse District), as well as expanding the PRD zoning into parcel IDs 122/18/4022/000 and 129/17/7723/000, and into a portion of the roadway of Clarks Hill Lane, all currently zoned M (Manufacturing); revisions to the Table of Uses (§ 435 Attachment 1) under PRD; amendments to § 435-10 and § 435-6.D related to the proposed PRD changes; Additional amendments to the Table of Dimensional Regulations (§ IV.E / Attachment 2) to establish dimensional regulations to the affected parcels, including but not limited to setbacks, building height regulations, floor area ratio (FAR) and maximum lot coverage; a site-specific footnote applicable to the Clark's Hill parcels.
Purpose and Intent of the PRD District: "To permit and encourage the appropriate reuse of land and buildings that are no longer needed or suitable for their original use, and to permit reuses which are compatible with the character of the neighborhood and which take into consideration the interests of abutters, neighbors, and the public, especially where the site abuts a residential area or the building(s) merit preservation…"
