WINONA LAKE LIMITLESS PARK IMPROVEMENTS
Notice is hereby given, that the Parks Department of the Town of Winona Lake, Indiana, hereinafter referred to as the WLLP, Winona Lake Limitless Park, will receive sealed bids for the construction of the following:
Winona Lake "Limitless" Park Improvements
Restroom Building Improvements
In general, the contracts include the following work items and shall include all labor, services, materials, insurance, and equipment to perform:

Selective clearing of vegetation, existing building demolition and hauling away, erosion control, excavation, fine grading, compaction of soils and sub-bases, concrete sidewalks, restroom building improvements, and installation of new sanitary, water, and electrical utilities on site
All more particularly described on plans and specifications prepared by Jones Petrie Rafinski, 325 S. Lafayette Blvd., South Bend, Indiana, 46601.
This project is being funded with Land and Water Conservation Fund monies and all relevant requirements will apply. The project consists of furnishing all labor, materials, services, equipment, tools, transportation, and miscellaneous equipment necessary for the construction of the Limitless Park improvements per the Project Manual, Construction Drawings and Specifications.
Sealed bids for Restroom Building Improvements are invited and may be delivered or forwarded by registered mail to Winona Lake Park Board, Attn. Holly Hummitch, 1310 Park Avenue, Winona Lake, Indiana 46590 to be received no later than 1:00 p.m. (Local Time) on Monday, April 20, 2026. Bids received after such hour will be returned unopened. Note that Winona Lake Town Hall is open from 8:00 a.m. to 4:00 p.m. (Local Time) Monday through Friday. Bids received prior to this time shall be opened and publicly read at the public meeting scheduled to immediately follow receipt of bids on Monday, April 20, 2026.
Digital copies of the Construction Drawings and the Project Manual will be shared electronically at no cost via Egnyte System. Following request for the Construction Drawings and the Project Manual by the potential bidder, Jones Petrie Rafinski (JPR) will provide appropriate file sharing permissions to view and download these documents.
Hard copy sets of Construction Drawings and the Project Manual may be obtained ONLY at the offices of Jones Petrie Rafinski (JPR) for a non-refundable $50.00. Please contact Austin Blomeke at ablomeke@jpr1source.com to request hard copy sets. For bidding purposes, additional sets of project documents will be available to contractors at a cost of $25.00 per set (no partial sets) and $25.00 per manual (no partial manuals). The fee shall be in the form of a check made payable to Jones Petrie Rafinski when picking up documents. Refunds will not be available for any project sets or manuals.
Neither the Winona Lake Limitless Park nor its Engineer will be responsible for partial sets of documents so obtained from any other source.
A pre-bid meeting for the project will be held at 1:00 p.m. (Local time) on Monday, April 13, 2026, at the Winona Lake Town Hall (1310 Park Avenue, Winona Lake, IN 46590). Attendance at the pre-bid conference is encouraged, but not required.
The work to be performed and the proposal to be submitted shall include sufficient and proper sums for all general construction, mechanical installation, labor, materials, permits, licenses, insurance, and so forth incidental to and required for the construction of the Project. The Contractor shall submit an itemized proposal for the approximate quantities and components of labor and materials to complete the contract. Said proposal shall be upon the standard bid sheet used by the Winona Lake Limitless Park, and said sheet must contain an authorized signature of the Contractor, together with a starting date and completion date, or the bid of the Contractor may, at the discretion of the WLLP, be rejected and declared invalid. The proposal shall be accompanied by a non-collusion affidavit as required by the statutes of Indiana. Bids shall be included in a sealed envelope, bearing the title of the Project and the name and address of the bidder.
Each bid shall be accompanied by a certified check or acceptable bid bond made payable to the Winona Lake Limitless Park in a sum of not less than five percent (5%) of the total amount of the bid, which check or bond will be held by the WLLP as evidence that the Bidder will, if awarded the contract, enter into the same with the WLLP upon notification for him to do so within ten (10) days of said notification.
Approved performance and payment bonds guaranteeing faithful and proper performance of the work and materials, to be executed by an acceptable surety company, will be required of the Contractor at the time he executes his contract. The bond will be in the amount of 100% of the Contract Price and must be in full force and effect throughout the term of the Construction Contract plus a period of twelve (12) months from the date of substantial completion. Liquidated damages in the amount of Five Hundred Dollars ($500.00) per day of delayed or unsatisfactory completion of the Contract, beyond the agreed upon completion date, shall be paid by the Contractor to the Winona Lake Limitless Park pursuant to the terms and conditions of the written contract ultimately entered into by the successful Bidder and WLLP.
The Winona Lake Limitless Park reserves the right to reject any bid, or all bids, or to accept any bid or bids, or make such combination of bids as may seem desirable, and to waive any and all informalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bid may be withdrawn after the scheduled closing time for receipt of bids for at least sixty (60) days.
Bids shall include all information requested by Indiana Form 96 included with the Specifications. Under Section III of Form 96, the Bidder shall submit a financial statement. The Bidder shall also submit a statement of experience, a proposed plan or plans for performing the public work, and the equipment that the Bidder has available for the performance of the public work on forms prescribed by the State Board of Accounts. The Winona Lake Limitless Park may make such investigations as deemed necessary to determine the ability of the Bidder to perform the work and the Bidder shall furnish to the WLLP all such information and data for this purpose as the WLLP may request. The WLLP reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Town that such Bidder is properly qualified to carry out the obligations of the Agreement and to complete the work contemplated therein.
Each Bidder is responsible for inspecting the Project site and for reading and being thoroughly familiar with the Contract Documents and Specifications. The failure or omission of any bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation with respect to its Bid.
The Winona Lake Limitless Park is exempt from all federal, state, and local taxes, and will not be responsible for any taxes levied on the Bidders as a result of any contract award.
