South Main Commons Renovation Project
252 & 256 South Main Street, Chambersburg, PA
Luminest, Inc. is receiving sealed bids until 2:00 p.m., Friday, December 19, 2025, at the Luminest Administrative Offices, located at 82 W. Queen Street, Chambersburg, PA 17201 at which time and place all bids will be publicly opened and read aloud for the South Main Commons Renovation Project.
Copies of the bid documents may be obtained electronically by contacting the Luminest office at 82 W. Queen Street, Chambersburg, PA, by email at: ghenicle@luminest.org, or by phone at (717) 977-3900 ext. 104. Proposed forms of contract documents, drawings, and specifications are on file at the Luminest Administrative Offices, 82 W. Queen St., Chambersburg, PA 17201. Bid submission must be hard copy, electronic submissions will not be accepted.
All bids must be sealed and clearly marked "South Main Commons Renovation Project" on the outside of the envelope and addressed to Guy Henicle, Construction Coordinator.
Attention is called to the provisions of equal employment opportunity and payment of not less than Building PA Prevailing wage rates as set forth in the specifications.
The bidders/offerors must submit documentary evidence of minority and women business enterprises who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. Attention is called to the provisions of equal employment opportunity and payment not less than Building PA Prevailing Wage Rates as set forth in the specifications. The work performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended 12USC, 1701 u. The purpose of Section 3 is to ensure employment and economic opportunities generated by projects funded by the PA Department of Community and Economic Development (DCED) with HUD HOME funds shall, to the greatest extent feasible, be directed to low and very low income persons, particularly those who live in housing that is developed and/or otherwise assisted with HOME funding.
Each bid must be accompanied by a bid bond issued by a surety company authorized to do business in the Commonwealth of Pennsylvania, a certified check drawn upon a bank authorized to do business in the Commonwealth of Pennsylvania or cash money in the amount of not less than five (5%) percent of the base bid. In the event any bidder, upon award of the contract, fails to honor its bid by not signing and returning the contract and the other required documents, the good faith deposit provided herein, or the bond shall be forfeited to the Owner as liquidated damages.
A pre-bid conference will be held on Thursday, November 20, 2025, at 1:00 p.m. at the project site located at 252 & 256 South Main Street, Chambersburg. PA 17201. Attendance at the pre-bid conference is mandatory in order to submit a proposal.
Luminest, Inc. reserves the right to reject any or all bids and to waive any and all defects, errors, omissions, irregularities, or informalities in any bid. No bid shall be withdrawn for a period of sixty (60) days subsequent to the opening of bids.
