Invitation to Bid INVITATION TO BID - Notice is hereby given that ERTLE DEVELOPMENT, LLC located at 798 North Ninth Street, Stroudsburg, PA 18360, will receive sealed bids online via the Penn Bid Program (http:// pennbid.bonfirehub.com) until 10:00 AM prevailing time on Feb 13, 2026, for the Pocono Township WAWA HOP 310177 Project. The work includes but is not limited to, all labor, materials, tools, oversight, and permits required to complete all work included in plans labeled Highway Occupancy Plans for Pocono Township WAWA, Dated Dec 10, 2025, including excavating, paving, concrete curb and sidewalk, storm pipes and structures, signs, painting, guiderail, landscaping, and all other work shown or implied. All bidding documents will be available online at no cost via the PennBid Program (http://pennbid.bonfirehub.com) beginning at 12:00 PM on Jan 26, 2025. All bidders are required to be Penn DOT Pre Qualified as Prime Contractors, as per AIA document A305-2020. Bids must be accompanied by a bid bond with a corporate surety authorized to do business in Pennsylvania, in accordance with the project specifications in the amount of 10% of the total bid amount. A Performance and Payment Bond in the amount of 100% of the contract shall be furnished by the successful bidder as detailed in the Instructions to Bidders. A Certificate of Insurance, indicating proof of Worker's Compensation Coverage will be required. General Liability insurance coverage shall be equal to or greater than $1,000,000.00 per occurrence and $3,000,000.00 aggregate. Prevailing Wage Rates shall apply for this project. Following the due date and time, all bids received through PennBid will be opened online at the Owner's earliest convenience. An abstract of the bids received will be available to bidders on PennBid following the date and time that bids are due as indicated above. All bids shall be executable for up to 60 (sixty) days after the award. HOP Permit comments for winning GC: • 17/49 Contractor must provide to DOT work schedule 3 days prior to start of work • 18/49 Contractor must contact DOT Permit Inspector 3 days prior to start of work • 9/49 Contractor must provide photo documentation of existing conditions to DOT 15 days prior to start of work • 25/49 Contractor must notify DOT of pre-construction meeting two weeks in advance of start of work • 28/49 Contractor must notify DOT in writing upon completion of work A mandatory pre-bid meeting will be held for this project on Feb 9, 2026 @ 10:00 AM at the project site. Questions may be submitted through PennBid's "Messages/Public Q&A" tab on or before 10:00 AM on Feb 10, 2026. Responses will be provided via PennBid to all registered parties. Notice to Proceed anticipated to be Feb 23, 2026, with Substantial Completion Date of June 30, 2026. Ertle Development LLC reserves the right to accept or reject any or all bids, or portions, or to waive any informality in bidding and to withhold the award for a period of sixty days.
