Invitation to Bid
Sealed proposals will be received by the Township of Covington, Lackawanna County, Pennsylvania, at the Township Municipal Building, located at 20 Moffat Drive, Covington Township, PA, care of Melissa Kearney, Secretary, Covington Township until 3:00 p.m. on August 4, 2026 local prevailing time. Bids will be publicly opened and read aloud at 7:00 p.m. on August 4, 2026, at the Covington Township Building, for the following: Covington Township 2026 Center Street Roadway Improvement Project, consisting of the following:
Center Street: Station 0+00 to Station 39+75 - approximately 8,150 SY Bituminous Wearing Course 9.5 MM Mix, 4,150 SY Bituminous Binder Course 19 MM Mix, 2-1/2" Depth, 1,810 SY of Type 3 2A Aggregate Shoulder and related work.
The bid must be accompanied by a certified check or Bid Bond in the amount of ten percent (10%) of the bid amount, made payable to Covington Township. The Township reserves the right to reject any or all bids or portions thereof or to waive any informalities in the bidding. If written notice of the acceptance of this Bid is mailed or delivered to the undersigned within sixty (60) days after the opening thereof, or at any time thereafter before the Bid is withdrawn, the undersigned agrees to execute and deliver the Agreement in the form prescribed by Covington Township.
Prospective Bidders may receive copies of the Bid Documents in electronic format from the offices of Engineering Surveying Consultants & Design, Inc., located at 707 Gardner Road, Elmhurst, PA, 18444, upon request to mlbutler@escdesigninc.com. When requesting documents, please provide street mailing address, telephone number, fax number and e-mail address. Only Bidders receiving a full set of Documents through the Engineer will be on record to receive Addenda.
Covington Township hereby reserves the right, which is understood and agreed to by all Bidders, to refuse any, any combination, or all Bids submitted; and also reserves the right to waive any informality in Bids received, but any contract awarded will be to the lowest responsive, responsible Bidder.
