IRONWORKS SQUARE REHABILITATION & ADAPTIVE REUSE
ZONE B thru E RENOVATION
Sealed bids will be received until December 3rd, 2025, prevailing time, 3:00 PM, by the Erie Development Center of Erie County (EDCEC) at their office located in the Griswold Plaza Suite 100 at 1314 Griswold Plaza, Erie, Pennsylvania 16501. Bids will be received for the following contracts and opened privately: General Construction, Plumbing, Fire Protection, HVAC, Electric & Technology.
Bidding is for multiple prime contracts for work in Zone B thru E as indicated by the project documents. Scope of work includes but is not limited to Misc Select Demo, Concrete, Masonry, Misc. Steel, Rough Carpentry, Thermal & Moisture Protection, Doors, Frames & Hardware, Finishes, Specialties, Furnishings, Fire Protection, Plumbing, HVAC, Electric & Technology & Earthwork

Addenda to the Contract Documents, if any, will only be issued to the entities noted above.
A certified check or bank draft payable to Erie Development Center of Erie County or a Bid Bond executed by the Bidder and an acceptable surety company in an amount equal to ten percent (10%) of the total bid shall be submitted with each bid. No bid or security may be withdrawn for period of ninety (90) calendar days after the date of bid opening. In the event that the Bidder to whom the Notice of Intent to award has been issued fails to begin work on the date stipulated in the Notice to Proceed, the bid security shall then be forfeited and become property of the EDCEC.
Pursuant to the terms and conditions of the Contract Documents, the successful Bidder/Contractor shall furnish performance and payment bonds, each in the amount equal to one hundred percent (100%) of the total Contract Price, and the successful Bidder/Contractor shall furnish certificates of insurance to demonstrate compliance with the minimum coverages as set forth in the Contract Documents.
Attention is called to the fact that not less than the minimum salaries and wages as established by Davis Bacon Wage Rates must be paid on this project, and the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, creed, color or national origin.
Attention is called to the fact that work performed under this Contract is subject to the requirements of Executive Order 11245 as amended, regarding equal opportunities and as described within the Contract Documents.
The Owner has established goals and timetables for minority and female participation, expressed in percentage terms for the contractor's aggregate workforce in each trade on all construction work in the covered area.
Goals for minority participation for each trade are 2.8%Goals for female participation for each trade are 6.9%
A copy of the notice of requirements for affirmative action is at the end of this Section labeled Exhibit B.
Bids may be held by the EDCEC for a period not to exceed ninety (90) days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. .
A pre-bid conference will be held at the project site at 10:30 am prevailing time on November 6th, 2025. It is strongly recommended that all prospective bidders attend this conference and inspect the site.
The EDCEC reserves the right to reject any or all bids or waive any informalities in the bidding. Award shall be made to the lowest responsive and responsible bidder.
