Call to Order Johnston City Council Meeting No. 25-21 Mayor Dierenfeld called the meeting to order at 7:03 p.m. B. Roll Call Members present: Tom Cope, James Evans, Rhonda Martin, Bryan Burkhardt C. Welcome Mayor Dierenfeld welcomed residents and guests to the meeting. D. Pledge of Allegiance Fire Chief Percy Coleman led the meeting in the Pledge. E. Public Communications A. How to Make Public Comments - Electronic Participation B. Proclamation for National Adoption Month, November 2025 Mayor Dierenfeld read the proclamation and presented it to those in attendance from Four Oaks Foster Care and Adoption. C. Acknowledgment of The Cork 50131's Efforts in Organizing the 2025 Summer Concert Series This item was moved to the November 17 meeting. D. Public Comment Verne Lyon, 6847 Coburn Court, addressed the Council and presented a proposal to utilize Crown Point Community Center as a gathering center for those impacted by ICE actions. Mayor Dierenfeld thanked Mr. Lyon for sharing the item and advised that the Council will have conversations with city staff about the proposal. 4. Public Hearings A. Conduct a Public Hearing and Consider First Consideration of Resolution 25-269 - An Official Amendment to The Thrive 2040 Comprehensive Plan's Future Land Use Map for 2.672 Acres of Land Located at 4740 & 4730 Northwest 59th Avenue From High Density Residential to Industrial The Public Hearing opened at 7:20 p.m. Planner Michael Delp presented the item to the Council, noting that this was a request from the applicants of PZ Cases 25-13, and 25-25, requesting an amendment to the 2040 Comprehensive plan for properties located at 4740 and 4730 NW 59th Avenue, from high-density residential to Industrial in order to align with their request for rezoning. He noted that the rezoning items were public hearing items B and C. Delp reviewed the land uses around the subject properties. He advised that this high-density residential was rezoned from M-1 in 2014 as it had been intended to encompass a 6-building multi-family development, but that never occurred. Delp reviewed information on the availability of M-1 parcels and R-4 high-density parcels within the city, and that study showed fairly even availability. Delp noted that with the changes in the area and the development more geared to light industrial, staff recommended approval of the amendment to the Planning and Zoning Commission, where it was unanimously passed. He also said that neighbors to the west came out in support of the amendment. Community Development Director Rose Schroder also addressed the Council on the proposed change. When asked what comments the neighbors to the west provided in their support of the M-1 change, Delp noted that most of the comments were geared toward increased traffic through the area with multi-family development. There was discussion regarding the buffer requirements in the area. Tom Newton, the applicant, addressed the Council on his request, noting that it's his intention to build a new office and warehouse for his company, Newton Roofing Services. Mr. Newton advised that he'd spoken to every business owner in the area, including the existing apartment building. He thanked the Council for their consideration. Conduct a Public Hearing and Consider First Consideration of Ordinance 1149 - An Official Zoning Map Amendment to Rezone 1.486 Acres From R-4, High Density Mixed Residential District to M-1, Light Industrial District The Public Hearing opened at 7:40 p.m. Planner Michael Delp presented the item to Council, noting that this action would change the zoning from R-4 High Density Residential to M-1 as discussed in the previous item. Consider Second Consideration of Ordinance No. 1144 - Establishing the Highway 141 / NW Saylorville Drive Area Sanitary Sewer Connection District Assistant City Administrator David Wilwerding noted that he'd received one public comment related to the connection district, but advised that it was about the belief that property owners would need to pay the connection fee when the ordinance was adopted. He noted that he'd clarified that connection fees would only be due when connections were made to the sewer or properties were developed. Wilwerding also provided some clarification for the exception clause for existing single-family residential dwellings, noting that they're only required to pay for 1 acre, even if they're on larger lots. He noted that in discussions with the City Attorney, the City's existing ordinances are for existing dwellings, not existing lots, and that's kind of the standard. Wilwerding advised that staff is not recommending any changes at this time, but that he wanted to follow up from comments received at the last reading. Comments City Administrator Mike Pogge-Weaver reminded the Council of their Strategic Planning session on Saturday, November 8, 2025. Public Works Director Matt Greiner provided updates on the NW 100th Street, NW 78th Trail, Green Meadows West sidewalk, and the Merle Hay Road ICAAP projects. Community Development Director Rose Schroder noted that the Watershed Assessment and Stormwater Master Plan have kicked off, with some direct mail going to properties adjacent to certain tributaries, with a larger public rollout last this year. Assistant City Administrator David Wilwerding noted that the Trail Master Plan is also underway, with an open house scheduled for Monday, November 10 from 4-7 p.m. at Crown Point. 9. City Council Comments A. Comments Council Member Evans reminded everyone to get out and vote tomorrow. Council Member Cope pointed out the great information presented in item 4A, and asked that the information be presented in further detail during a Work Session. He also noted that Johnston is home to a lot of very successful people who have attained high honors and now there is a World Series winner in Jack Dreyer, who is a 2017 Johnston High School graduate and who pitched for the Los Angeles Dodgers in games 3 and 4 of the World Series. Council Member Martin also reminded everyone to vote. Mayor Dierenfeld thanked everyone who was involved in the multiple trick-or-treat opportunities in the community over the past few weeks. She also noted that Congressman Zach Nunn was at the Public Safety Building for First Responders Day 10. Closing of Meeting A.
