Johnston City Council Work Session Monday, October 6, 2025 1. Opening of Meeting Mayor Dierenfeld called the meeting to order at 5:35 p.m. Members present Tom Cope, Suresh Reddy, Bryan Burkhardt 2. Work Session Items A. Discuss FY2027-2031 Community Investment Program Updates - Public Works and General Government Assistant City Administrator David Wilwerding reviewed the CIP updates with input from staff on items related to their specific projects. B. Discuss Highway 141 / NW Saylorville Drive Water District Connection Fee District and Water Rate Surcharges in the District Assistant City Administrator David Wilwerding reviewed the intent of the fee district and water rates, noting that this undertaking was similar to the process that was used for wastewater rates and fee district in the same area. Wilwerding introduced Matt Stoffell of PFM who reviewed the rate analysis used to provide the recommendations and options for the fees. 3. Agenda Review No items were reviewed. 4. Department Updates A. Economic Development Update Economic Development Director Josh Laraby updated the council on department activities. 5.
