LEGAL NOTICE
NOTICE IS HEREBY GIVEN that the Board of Fire Commissioners of the Thornwood Fire District, Town of Mount Pleasant, Westchester County, New York, at a meeting held on May 13, 2026 pursuant to notice duly adopted the resolution published herewith, subject to a mandatory referendum and the validity of the obligations authorized by said resolution may be hereafter contested only if such obligations were authorized for an object or purpose for which said Fire District is not authorized to expend money, or if the provisions of law which should have been complied with as of the date of publication of this notice were not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty days after the date of publication of this notice, or such obligations were authorized in violation of the provisions of the Constitution.

"A RESOLUTION, DATED May 13, 2026 AUTHORIZING BOARD OF FIRE COMMISSIONERS TO BORROW NOT MORE THAN $1,500,000 TO FINANCE PART OF THE COST TO ACQUIRE AND EQUIP A SUTPHEN RESCUE"
BE IT RESOLVED by the Board of Fire Commissioners ("Board") of the Thornwood Fire District ("District") in the Town of Mount Pleasant, Westchester County, New York by the majority vote of not less than two-thirds of all the members of said Board, as follows:
WHEREAS, Thornwood Fire District is a fire district in the Town of Mount Pleasant in the County of Westchester duly established by Board of Supervisors of said County in 1931, and, as such, has heretofore approved the acquisition and equipping of a Sutphen Rescue to replace the existing Sutphen Rescue at an estimated cost of $1,500,000.:
Section 1. The District is hereby authorized to borrow not more than $1.500,000 to acquire and equip a Sutphen Rescue. It is determined that the plan for financing such class objects or purposes is authorized by the Local Finance Law; that the period of probable usefulness thereof is twenty years, pursuant to Local Finance Law §11.00(a)(12)(27); and that no down payment is required thereof pursuant to Local Finance Law §107.00.
Section 2. The faith and credit of the District are hereby irrevocably pledged for the payment of principal of, and interest on, said debt as it becomes due and payable. An annual appropriation shall be made in each year sufficient to pay the principal of, and interest on, said debt becoming due and payable in such year. There shall annually be levied on all the taxable real property of such District a tax sufficient to pay the principal of, and interest on, such debt as the same becomes due and payable.
Section 3. Subject to the terms and contents of this resolution and the Local Finance Law, the power to prescribe the terms, form and contents of said debt is hereby delegated to the Treasurer of the District, as Chief Fiscal Officer of the District. The Chairman of the Board and the Treasurer are each hereby authorized to sign any evidence of the indebtedness pursuant to this resolution and the Secretary of the District is hereby authorized to affix the corporate seal of said District to the said indebtedness and to attest such seal.
Section 4. The validity of such indebtedness may be contested only if:
1) such obligation is authorized for an object or purpose for which said Fire District is not authorized to expend money, or
2) if the provisions of law which should have been complied with as of the date of publication of this notice were not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty days after the date of publication of this notice, or
3) such obligations were authorized in violation of the provisions of the Constitution.
Section 5. The resolution shall become effective after its approval by the duly qualified voters of the District at a special election to be held on June 23, 2026. The polls will be open for the purpose of voting during the hours from 6:00 PM to 9:00 PM , and the ballot will be in substantially the form set out in the attached Notice of Special Election which the Secretary is authorized and directed to publish once in the official newspaper of the District not more than 34 days and not less than 27 days before May 21, 2026.

NOTICE IS HEREBY GIVEN that pursuant to Resolution of the Board of Fire Commissioners adopted at a meeting on May 13, 2026, pursuant to notice, a special election of the qualified voters of the Thornwood Fire District in the Town of Mount Pleasant, Westchester County, New York, will be held at the Fire Headquarters, 770 Commerce Street, Thornwood, New York, on
June 23,2026 between the hours of 6:00 o'clock P.M. and 9:00 o'clock P.M. to vote upon the following Proposition:

Shall the resolution entitled:
