LEGAL NOTICE OF PUBLIC HEARING

LEGAL NOTICE OF PUBLIC HEARING Proposed Improvement S.R. 32 Corridor in Hamilton County- DES. #2000158 The Indiana Department of Transportation (INDOT) will host a public hearing on June 10, 2026 at Prairie Waters Event Center, 4180 Westfield Rd, Westfield, IN 46062, the hearing will begin at 5:30 pm. The purpose of the public hearing is to offer all interested persons an opportunity to comment on current preliminary design plans to complete the following work along S.R. 32 from East Street in Westfield to River Road in Noblesville:Add lanes to accommodate two through lanes in each direction. Construct a curbed median that only allows for left turn movements at select locations. Removes all traffic signals along the corridor within the project limits. Reconstruct the following S.R. 32 intersections to roundabouts: Carey Road/Grassy Branch Road, Gunther Boulevard, Shady Nook Road, Moontown Road/Gray Road, Pebble Brook Boulevard, Hazel Dell Road/Little Chicago Road, and Mill Creek Road. Add curb and gutter with closed storms sewer system and stormwater detention. Add shared-use paths along both sides of the roadway for the entire project limits. The purpose of the project is to reduce crash costs and frequency and improve congestion to acceptable levels. Additionally, the purpose is to improve pedestrian and multi-modal mobility along S.R. 32 within the project limits. The Maintenance of Traffic (MOT) plan for the project involves maintaining one lane of traffic in each direction along S.R. 32 for the duration of construction. Intersecting side roads will each have a road closure with traffic detoured. Access to private properties will always be maintained during construction in accordance with INDOT Standard Specifications. MOT details will be presented during the public hearing. INDOT will coordinate with emergency services, local school corporation officials and project stakeholders to ensure potential disruptions and impacts are minimized as much as possible. The project will require approximately 33.3 acres of permanent new right-of-way, in addition to some temporary right-of-way needed during construction and one residential displacement. Federal and state funds are proposed to be used for construction of this project. INDOT and the Federal Highway Administration have agreed that this project does not pose a significant threat to the natural environment. A Categorical Exclusion (CE) environmental document has been prepared for the project. Project documents may only be available on-line during emergency situations. If, and only if, under an emergency situation, the public may request project documents to be mailed directly by contacting Nick Batta at NBatta@cmtengr.com. A project webpage will be created prior to the public hearing to ensure project information is available on-line via the INDOT Greenfield District page (https://www.improvetomove32.com/). In accordance with Indiana Code 5-14-1.5-2.9, INDOT is offering livestreams of all public hearings. You must register at the following link in order to participate in the livestream: bit.ly/4u2Nm5m. Comments from livestream attendees will only be accepted in electronic written form, not verbally. A recording of the livestream will be posted to the INDOT YouTube page after the hearing and will also be linked to the project webpage listed above where project materials are also available. The recording will be available online for at least 90 days. Public statements for the record will be taken as part of the public hearing procedure. All verbal statements recorded during the public hearing and all written comments submitted prior to, during and for a period of two (2) weeks following the hearing date, will be evaluated, considered and addressed in subsequent environmental documentation. INDOT respectfully requests comments be submitted by June 26, 2026. With advance notice, INDOT will provide accommodations for persons with disabilities with regards to participation and access to project information as part of the hearings process including arranging auxiliary aids, interpretation services for the hearing impaired, services for the sight impaired and other services as needed. In addition, INDOT will provide accommodations for persons of Limited English Proficiency (LEP) requiring auxiliary aids including language interpretation services and document conversion.
