REQUEST FOR STATEMENT OF QUALIFICATIONS # 25-005
ON-CALL AIRPORT ENGINEERING, ARCHITECTURAL AND PLANNING SERVICES
The Gainesville-Alachua County Regional Airport Authority is seeking qualified consultants to provide Airport Engineering, Architectural and Planning Services. The selected candidate will be tasked with providing services on an "on-call" basis for various smaller projects.
The Gainesville-Alachua County Regional Airport Authority reserves the right to reject any and all proposals submitted in response to this Request for any reason. Interested parties are advised that lobbying of Evaluation Committee members, Airport Authority members and Airport Authority employees, regarding Requests for Statements of Qualification (RSQ), Bids or Contracts is strictly prohibited from the point of advertisement until a final award is made or protest is resolved.

GACRAA is considering selecting a firm on a non-exclusive basis to provide general engineering, architectural and planning services on an "on-call" basis for various, smaller projects for which the consulting fee is expected to be less than $300,000 and the construction budget is expected to be less than $3 million. Typical projects in this category would include the following:
General Airport /Airfield Engineering and Planning Projects:
- Repairs, rehabilitation, modifications or improvements to existing airfield asphalt and concrete pavements.
- Repairs, rehabilitation, modification or improvements to existing airfield signage, markings and lighting systems.
- Repairs, rehabilitation, modification or improvements to existing drainage systems.
- Repairs, rehabilitation, modification or improvements to airport roadways, including public roadways.
- Repairs, rehabilitation, modification or improvements to airfield security and wildlife fencing.
- Airport utility expansions and related permitting, including sewer and stormwater infrastructure.
- Planning and cost estimation for new airfield pavements, new hangar sites, roadways and utilities.
- Updates or revisions to the Airport Layout Plan drawing set and FAA coordination.
- Horizontal Storm damage repair and recovery projects.
- Passenger boarding bridge and equipment purchases, upgrades and rehabilitation.
- Expansion of electric vehicle charging stations.
- Improvement/replacement of Fiber Optic infrastructure and misc., airfield data and security systems.
- Expansion or modification of aviation fueling facilities.
- Construction Engineering, project inspection and project administration services.
Airport Architectural and Engineering Projects:
- Minor expansions and/or modifications to the commercial terminal building and other buildings.
- Air handler replacement and HVAC system improvements.Inbound baggage carousel expansion and replacement.
- Terminal and roadway wayfinding.
- Misc. parking lot curbing, sidewalk, pavement, lighting, landscaping and irrigation improvements and rehabilitation.
- Design or design criteria package for new pre-engineered general aviation hangars and support structures.
- Planning and cost estimation for new buildings, building improvements, expansions and related sitework.
- Modification and/or expansion of airport maintenance and support facilities.
- Vertical Storm damage repair and recovery projects.
Special Engineering, Planning, Environmental and Permitting Projects:
- Preparation of environmental documents for future project approval, i.e. Environmental Assessment, or Documented CATEX.
- Updates to SWPPP, PCC Plan, and periodic stormwater inspections.
- Wetland mitigation, gopher tortoise relocation and environmental permitting.
- Local land use planning, zoning and permitting assistance.
- Misc. survey, airfield obstruction identification and removal projects.
- Construction Engineering, project inspection and project administration services.
The successful firm will provide various professional services as appropriate, either in-house or with selective use of sub-contractors, to include but not limited to:
- Civil, electrical, mechanical, structural, information technology, and various other engineering services as appropriate.
- Architectural servicesSurveying and GIS services
- Soil and geotechnical engineering and testing services
- Planning services and cost estimating services
- Permitting services (City, SJRWMD, etc.)
- Environmental permitting, mitigation and regulatory compliance services
- Detailed cost estimating
- GIS services
- AutoCAD drawings and exhibits
- Spec writing services
- Grant administration support
- Project administrative support
Work shall be assigned to the most qualified, selected firm, as determined by the Authority's representative, on an as needed, project-by-project basis upon submission of a detailed scope of work and issuance of a negotiated project Task Order.
The contract for services shall be valid for three years subject to approval by GACRAA. In addition, two one-year extensions may be granted at the sole discretion of GACRAA. A negotiated contract is expected to be reached with the selected firm by December 15, 2025.
All parties interested in providing these services should mail or hand deliver one original, clearly marked "ORIGINAL", and three (3) copies of its completed Qualifications Package, as well as one digital copy on a USB drive, to:

Submittals should be included in a sealed envelope clearly labeled:
"Gainesville Regional Airport

Deadline for submittals is 4:30 p.m., October 17, 2025. If submittals are hand delivered, they must be delivered to the receptionist in the administrative office of the Gainesville Regional Airport where they will be dated, stamped and logged in. The official clock is located in the reception area of the administrative offices of the Gainesville Regional Airport. Submissions received after this time will be returned unopened to the respondent. The administrative office is open Monday through Friday from 8 a.m. to 5 p.m. The office is closed for lunch from 1-2 p.m.
The Proposer (Consultant) and subcontractors shall not discriminate on the basis of race, color, national origin, or sex in the performance of this contract. The Proposer shall carry out applicable requirements of 49 CFR Part 26 in the award and administration of all Federal and State assisted contracts. Failure by the Proposer to carry out these requirements will be a material breach of the contract, and may result in the termination of the contract or such other remedy, as the Authority deems appropriate.
Respondents shall address questions regarding this RSQ for interpretation to Ms. Lynn Noffsinger, Airport Contracts and Grants Administrator. Questions must be written and sent via email, The airport will not respond to oral inquiries. Answers will be in the form of written addenda made available to all those registering with the Authority by formally requesting a copy of this RSQ:
