LEGAL NOTICE TO CONTRACTORS
1.01 NOTICE IS HEREBY GIVEN THAT THE HOUSING AUTHORITY OF THE CITY OF MANITOWOC SHALL RECEIVE SEALED BIDS FROM EXPERIENCED AND ELIGIBLE CONTRACTORS AT THE ADMINISTRATIVE OFFICES LOCATED IN MANITOU MANOR, 1433 NORTH SIXTH STREET, MANITOWOC, WI 54220, BEFORE 10:01 AM, LOCAL TIME ON WEDNESDAY, FEBRUARY 10, 2026 FOR:
A. Project Name: Manitou Manor Office and Building Renovations Manitou Manor Office and Building Renovations.
B. The scope of work shall include: demolition for the enlargement and build out of the facility's existing 2nd floor office area and will require the relocation of the facility's office personnel's equipment to a first floor Community Room area, which shall act as the facilities office during the construction process. Disposal of the temporary office furniture and equipment not to be utilized in the new office shall be disposed of at the completion of the office buildout. The work shall also include the construction of a USPS approved two-bank mailbox kiosk in the existing lobby area just outside the facility's office. Work shall include the removal and replacement of all existing finish flooring and wall base throughout the building,. Note asbestoes was found in the flooring to be removed in a couple smaller storage rooms and as such abatement will be required. The existing roof is to be replaced over the existing Community Room, which likewise contains asbestos and will need abatement. New selective HVAC equipment for the conditioning the existing Community Room and enlarged office spaces shall be provided. An existing covered, unheated, open entry space on the back of the building will need to be removed and associated selective facade corrections made to finish off the exterior of those walls.
1.02 BIDS WILL BE OPENED AND READ PUBLICLY ON WEDNESDAY, FEBRUARY 10, 2026 IN THE DINING ROOM AT THE ADDRESS LISTED ABOVE.
BIDDERS SHALL INCLUDE WITH THEIR BID, A BID DEPOSIT IN THE AMOUNT OF 5% OF THE TOTAL BID IN THE FORM OF A CERTIFIED CHECK OR BID BOND.
CONTRACTORS SHALL COMPLY WITH SECTION 3, HUD ACT OF 1968. THIS PROJECT IS SUBJECT TO FEDERAL WAGE RATES. A COPY OF THE WAGE DETERMINATION IS INCLUDED IN THE BID DOCUMENTS.
BID DOCUMENTS ARE AVAILABLE ELECTRONICALLY FROM THE OFFICES OF MARTIN RILEY ARCHITECTS ENGINEERS.

1.03 A MANDATORY PRE-BID CONFERENCE WILL BE HELD AT 10:00 AM, LOCAL TIME, WEDNESDAY, FEBRUARY 3, 2026, AT MANITOU MANOR.
1.04 THE HOUSING AUTHORITY RESERVES THE RIGHT TO REJECT ANY AND OR ALL BIDS AND TO WAIVE FORMALITIES AND ERRORS IN THE BIDDING TO THE EXTENT PERMITTED BY LAW IF IT IS DEEMED TO BE IN THE BEST INTEREST OF THE AGENCY TO DO SO.
NO BIDDER MAY WITHDRAW THEIR BID WITHIN 60 DAYS AFTER THE DATE FOR THE OPENING THEREOF.
