MANALAPAN TOWNSHIP ZONING BOARD OF ADJUSTMENT
NOTICE OF PUBLIC HEARING
PLEASE TAKE NOTICE that PRC DEVELOPMENT CO., INC. (the "Applicant") has applied to the Manalapan Township Zoning Board of Adjustment (the "Zoning Board") for: (i) Preliminary and Final Site Plan Approval; (ii) a use variance pursuant to N.J.S.A. 40:55-70(d)(2); (iii) certain hardship and/or bulk variance relief under N.J.S.A. 40:55-70(c) (as further described in more detail below); and (iv) such other design waivers, deviations, exceptions and related relief in connection with the application, in each case, to permit the development and construction of an automated, self-service car wash facility (the "Project"). The Project will be located on a 4.522-acre parcel of land, having an address of 258 Monmouth Road, and designated as Block 84.02, Lot 3.04 on the official tax maps of Manalapan Township (the "Property"). The Project consists of a 4,519 +/- square foot, tunnel-style car wash building, twenty-four (24) parking spaces, which include twenty (20) self-service vacuum stalls, two (2) small-scale bio-retention basins, a designated loading zone, and ancillary drive aisles, signage, landscaping, and lighting associated with the proposed car wash use. The Project will be serviced by well and septic located on the Property.
The Property is located in the LB-S (Limited Business – Smithburg) and Flood Hazard Overlay zones, which do not expressly permit the proposed car wash as a principal, accessory, or conditional use, and, therefore, a use variance under N.J.S.A. 40:55-70(d)(1) is required. The Applicant is also requesting the following variance relief under N.J.S.A. 40:55D-70(c) in connection with the Project:
a. Variance relief from § 95-9.2.B of the Manalapan Township Zoning Ordinance (the "Ordinance"), which provides improvement and design standards for off-street parking as follows:
1. § 95-9.2.B(3)(c) of the Manalapan Township Zoning Ordinance (the "Ordinance"), which requires a Minimum Aisle Width of 12' for a one-way traffic aisle. Although a 12'-wide traffic aisle services most areas of the Project, the Applicant proposes a 10'-wide one-way traffic aisle in the area near the proposed pay station gate.
2. § 95-9.2.B(3)(q) of the Ordinance, which prohibits off-street parking and maneuvering areas for off-street parking from being established in the area between the front building line and the street right-of-way line. The Applicant proposes the twenty (20) vacuum parking stalls be located between the building and Monmouth Road.
3. § 95-9.2.B(4), which sets forth design standards for entrance and exit driveways to public streets. The Applicant deviates from certain standards in this section regarding (i) driveway width under § 95-9.2.B(4)(B), (ii) distance of driveway from a side property line under § 95-9.2B(4)(D), and (iii) maximum curb depression width under § 95-9.2B(4)(B)(4)(I).
b. Variance relief from § 95-8.7.D(3)(h) of the Ordinance, regarding minor informational signs. The Applicant proposes six (6), two (2) square foot informational signs and two (2) menu-board informational signs at 19.86 square feet each.
In connection with the Project, the Applicant is also requesting certain design exceptions and waivers from Article VIII, Design Requirements of the Ordinance, including, but not limited to, the following design requirements noted in the review letter from the Zoning Board engineer:
a. § 95-8.3.B(7) - The Project maintains the 100' stream corridor and locates the septic system more than 150' from the stream corridor. However, a portion of a bio-retention basin is located within 150' of the stream corridor.
b. § 95-8.3.B(6) – The Project proposes the disturbance of existing slopes greater than 20% in a limited location near the stormwater headwall.
c. § 95-8.5.B(1) – The Project reserves less than the minimum 15% required for landscaping.
d. § 95-8.5.C – The Project proposes landscaping less than the minimum 10% of the interior parking area.
e. § 95-8.5.C(5) – The Project proposes less than 35% of the parking area to be shaded.
f. § 95-8.13.I(4) – The Applicant proposes top-of-bank for stormwater management basins constructed in cut and toe of slope closer than 25 feet to an existing or proposed property line.
g. § 95-9.2.A(4)(d) – The Applicant does not propose the construction of concrete curbing along Monmouth Road as none currently exists.
h. § 95-9.2.A(6)(a) – The Applicant does not propose the construction of a sidewalk along Monmouth Road as no sidewalk currently exists in this location.
PLEASE TAKE FURTHER NOTICE that the Applicant also seeks and requests all such waivers, variances, design standard exceptions, and other relief as may be deemed necessary by the Zoning Board and its professional staff during the application process.
A copy of the application and supporting plans, reports, and other related documents are on file with, and may be inspected by, all interested parties during regular business hours (Monday through Friday, 8:30 a.m. – 4:00 p.m.) at the Planning and Zoning Office in the Manalapan Township Municipal Building located at 120 Route 522, Manalapan, New Jersey 07726.
PLEASE TAKE NOTICE that a public hearing on the application has been scheduled before the Manalapan Township Zoning Board on Thursday, April 16, 2026, at 7:30 p.m., prevailing time, at the Manalapan Township Municipal Building located at 120 County Rd 522, Manalapan Township, New Jersey 07726, at which time any interested party may attend in person or by attorney and be heard with reference to this application. This notice is a continuing notice, and the application may be postponed or adjourned to another meeting of said Board without any further notice being required.
