Minutes Sept 2025 RECREATION DISTRICT 3A 195 LAFAYETTE WOODS HOUMA LA 70363 BOARD MEETING September 18, 2025 The meeting was called to order by Board Chairman, Randy Lebouef, Jr. @ 6:16 pm. Roll was called, Randy Lebouef, Jr., Gwendolyn Davis, Jay Wayne Celestin, Ralph Singleton and Justin Champagne. There are two vacancies. Public in Attendance: NONE Guest was: Shawn Curry with AAA Renovation, LLC Marilyn Staidum-Matthews, Secretary, and Kenyada Douglas, Park Maintenance Mr. Curry presented the board with a quote for the construction of a Pavillion to be located at 195 Layette Woods Park. In summary, an all-metal green roof framing for Canopy, support legs and anchored and bolted; 30 x 30 concrete slab and wrapping new post with plastic or cardboard. The total cost for all materials and labor will be $53,600.00. Does not include any unforeseen damage that was not found or not discussed the day the estimate was received. Minutes from August 21, 2025 was reviewed and accepted with updates, Motioned made by Randy Lebouef, Jr. and Jay Celestin seconded "THAT, the minutes of meetings be approved with the necessary update. Ralph Singleton reported no update from Councilman Pledger regarding grants for cameras. (Ayes-5; Nays-0; Vacant-2; Absent-0) Pavillion Quotes: The other two additional quotes were reviewed and compared to, base on the depth and scope of work to be done, was from Superior Shelter $50,040.00 and Alligator Contractors Group, LLC $44,670.00. The motion was made by Jay Celestin to accept AAA quote. Yeas 5 Nays 0. All approved. Village East Park Lights: Jay Celestin mentioned that DJ Chauvin quote from First Circuit was not the lights agreed upon; they are more like flood lights. The height of the lights sets too low, should be pole lights. Need poles adjusted or extended, if possible. How can they poles be adjusted? Kenyada Douglas will contact Entergy regarding the other lights in Village East Park. Additionally, several loads of dirt were spread on the lot where the Community Center will be located in Village East. Unreconciled items were discussed on the Concession Account: Two payroll checks for Linzie Borne (needed good contact info on concession worker) and check payable to Sam's Club for membership renewal never cleared. Need membership information updated. Was contacted on 9/5/25, was unable to assist due to prior enrollment information on file with Sam's Club account. Reminder to complete required Ethics trainings for 2025. Financial Report for the month ending August 31, 2025 was motion to be accepted by Ralph Singleton and 2nd by Jay Celestin. Next board meeting: October 16, 2025 Executive Session: Need for AAA Renovations (Shawn Curry) to submit a quote for shed repairs.
