LEGAL NOTICE
The City of Monmouth (Owner) invites sealed Bids for Lead Service Line Replacement, Phase 2, ILSRF L17 6326, which includes locating the provided list of service connections, inspecting and/or replacing approximately 280 lead or galvanized service lines, identifying and documenting service connection materials, including meeting federal notification requirements, distributing Owner-purchased pitcher filters and filter cartridges; and all materials and equipment, construction, and services inherent to the Work. Service connections to be continuously investigated and/or replaced until approved PWSLP SRF funds have been expended. Substantial Completion: within 200 days. Final Completion: within 230 days.
Bidding is per the 30 ILCS 500 and 557 and any resulting Contract is subject to applicable provisions of the Illinois Compiled Statutes (ILCS) and municipal codes and ordinances.

Virtual non-mandatory pre Bid conference: 9:00 a.m. local time on January 8, 2026; access instructions will be emailed.
Receipt of Bids: until 11:00 a.m. local time on February 11, 2026. Submit to: Monmouth City Hall at 100 E Broadway, Monmouth, IL 61462, Attention: Melissa Teel, City Clerk, with Bid security at 5% of total Bid.
Any Contract awarded under this Invitation for Bid is expected to be funded in part by a loan from the Illinois Environmental Protection Agency. Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bid or any resulting Contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program To Provide Funding For Lead Service Line Replacement (35 IAC Part 663), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), Illinois Works Jobs Program Act (30 ILCS 559/20-1), Section 436 of the Consolidated Appropriations Act, 2014, and the federal "Build America, Buy America Act" requirements as contained in the federal Infrastructure Investment and Jobs Act, Pub. L. No. 117-58.
This procurement is subject to increased use of disadvantaged business enterprises (DBEs) and Bidders are required to undertake specified affirmative efforts at least 16 days prior to Bid opening. It is the policy of the State of Illinois to award a fair share of sub-agreements to DBEs. Bidders are required to take affirmative steps to assure that disadvantaged businesses are used when possible as sources of supplies, equipment, construction, and services. Bidders shall comply with the terms, conditions, and requirements of the State Revolving Fund Loan Program, and the Owner's policy and procedures for complying with the requirements included in the Bidding Documents.
