Michigan Rehabilitation Services (MRS), an agency of the Michigan Department of Labor and Economic Opportunity, will hold a public hearing to receive public comments on proposed changes to administrative rules. The meeting will be hybrid and individuals may attend in-person or virtually. Changes include amending R 395.51, R 395.53, R 395.54, R 395.60, R 395.61, R 395.62, R 395.75, R 395.76, R 395.78, and R 395.81 of the Michigan Administrative Code, and adding R 395.89, R 395.90, and R 395.91 to the Michigan Administrative Code.
MRS administrative rules are being amended to update the ruleset definitions, alter the terminology program participants are referred to throughout MRS rules, limit the duration during which retroactive authorizations may be granted, clarify the processes of Trial Work Experiences and extended eligibility determinations, provide a methodology for establishing standardized rates of payment, establish an order of selection for services process, expand MRS's ability to vet vendors, and establish minimum standards for vendors providing customized employment services.

The proposed rules will be published in the 12/15/2025 issue of the Michigan Register and will take effect immediately after filing with the Secretary of State.
