TIME AND PLACE FOR BIDDING
Notice is hereby given by the Wausau Community Development Authority, that it will receive separate sealed bids for general construction work until 3:00 p.m. on December 4, 2025, at the office of the Wausau Community Development Authority, 550 East Thomas Street, Wisconsin 54403.
Bids will be privately opened in the office of the Wausau Community Development Authority at that date and time.
METHOD OF BIDDING
Bids shall be on a stipulated sum basis of the base contract.
DESCRIPTION OF WORK
Bids will be received for new construction work for the Wausau Community Development Authority Multifamily Apartment Building located at 405 S 8th Ave - Wausau, WI.
The project will consist of the construction of a six unit apartment building including (3) one bedroom apartments, (2) two bedroom apartments, (1) three bedroom apartment and a common laundry/mechanical room. The one bedroom apartments and common areas are one-story, the two bedroom apartments are two-story and the three bedroom apartment is a combination one-story/two-story. The building footprint is approximately 5,606 square feet; the second floor is approximately 2,003 square feet for a total of 7,609 square feet. The building will be constructed with a poured concrete foundation, wood framed walls and a wood framed roof.
Interior finishes include LVP floors, painted gypsum board walls/ceilings, plastic laminate cabinets/countertops and prehung interior wood doors. Exterior finishes include vinyl siding, composite trim, composite posts, railings, balusters, insulated vinyl windows & insulated fiberglass door systems.
The work will include general construction, plumbing, fire protection, HVAC, and electrical work. Site work will include building excavation, backfilling, grading, landscaping concrete sidewalks and aprons, asphalt driveway and parking lot.
Tentative substantial completion date is January 15, 2027.
The work performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD-assisted projects covered by Section 3, to the greatest extent feasible, be directed to low and very-low income persons, particularly persons who are recipients of HUD assistance for housing.
(a) Employment and Training
1) To the greatest extent feasible, and consistent with existing Federal, state and local laws and regulations, recipients covered by this subpart shall ensure that employment and training opportunities arising in connection with Section 3 projects are provided to Section 3 workers within the metropolitan area in which the project is located.
2) Where feasible, priority for opportunities and training described in paragraph (a)(1) of this section should be given to:
(i) Section 3 workers residing within the service areas or the neighborhood of the project, and
(ii) Participants in YouthBuild Programs.
(b) Contracting
1) To the greatest extent feasible, and consistent with existing Federal, state and local laws and regulations, recipients covered by this subpart shall ensure that contracts for work awarded in connection with Section 3 projects are provided to business concerns that provide economic opportunities to Section 3 workers residing within the metropolitan area in which the project is located.
2) Where feasible, priority for contracting opportunities described in paragraph (b)(1) of this section should be given to:
(i) Section 3 business concerns that provide economic opportunities to Section 3 workers residing within the service area or the neighborhood of the project, and
(ii) YouthBuild programs.
The work performed under this contract is also subject to the requirements of the U.S. Department of Housing and Urban Development (HUD) REAC & NSPIRE standards and the Build America, Buy America Act.

PRE-BID CONFERENCE
A Pre-Bid Conference for all Contractors will be held at 1:00 p.m. on November 18, 2025, at the office of the Wausau Community Development Authority, 550 East Thomas Street, Wisconsin. It is highly recommended that all interested contractors and subcontractors attend.
PROOF OF RESPONSIBILITY
Potential bidders shall submit a Bidders Proof of Responsibility to the Wausau Community Development Authority with the bid submittal. The Wausau Community Development Authority reserves the right to reject the bid by a Contractor when answers in the Proof of Responsibility and financial statement are not satisfactorily sufficient.
SUBMITTING BIDS
No bids shall be considered unless submitted on the official Bid Form by a qualified bidder.
The award of the contract to the successful offeror shall be based upon the bid determined most advantageous to the Wausau Community Development Authority or made to the lowest responsible and responsive bid.
The Wausau Community Development Authority reserves the right to accept or reject, in whole or in part, any or all bids, to waive technical deficiencies in the bid and to award a contract deemed in the best interest of the Wausau Community Development Authority. This solicitation may also be canceled if determined to be in the best interest of the Wausau Community Development Authority.
No bids shall be withdrawn for a period of 90 days after the bid opening.
MINIMUM WAGE RATES
The General Contractor and all subcontractors will not be required to pay prevailing wages.
