Watson Research Center. DEC has made a tentative determination to renew the hazardous waste permit to continue its authorization to operate the hazardous waste storage facility. The public is given a minimum of forty-five days to review the application and statement of basis and comment on the draft permit prior to the DEC taking any final permitting action on the application for a hazardous waste management permit. IBM Thomas J. Watson Research Center is located in the Town of Yorktown, Westchester County, NY. The site creates and investigates new theories and processes for the advancement of the electronics industry and other basic sciences. The total permitted hazardous waste storage capacity is 2,376 gallons. Based upon the facility's current Part 373 Permit and the certified permit renewal application there were no known threats to human health and the environment that would require the facility to institute corrective action(s) at this time. The Thomas J. Watson facility operates under the state 6 NYCRR Part 373 hazardous waste management permit issued on February 1, 2013. The permit was due to expire on January 31, 2023, but IBM submitted a timely and sufficient application for permit renewal on August 3, 2022, so the existing permit has been extended pursuant to the State Administrative Procedures Act, Section 401 (2), until the DEC issues a final decision on the renewal application. Copies of the permit application, draft permit, and statement of basis are available for public review and may be requested from, or viewed at, DEC's Region 3 office located at 21 South Putt Corners Rd., New Paltz, NY 12561-1620 during normal business hours. Interested persons may submit written comments or request a public hearing on the draft permit no later than September 11, 2026.
