On or about November 26, 2025, the City of Greenville will authorize Southernside West to submit a request to the Public Housing Agency for the release of Housing Choice Voucher funds under Title 24 Section 983 of the United States Housing Act of 1937, to undertake a project known as Southernside West for the purpose of a new construction rental apartment building with associated amenities and parking on a vacant parcel, located in Greenville, SC 29601 on Greenville County Tax Map Numbers 0023000202900, 0023000203000, 0023000203100, 0023000203200. The planned development includes a four-story multifamily building with a total of 54 senior-restricted residential units. The total project cost is estimated to be $21,121,000.00 with an estimated total HUD-funded amount of $4,561,440 over a twenty year period.
FINDING OF NO SIGNIFICANT IMPACT
The activities proposed comprise a project for which a Finding of No Significant Impact on the environment was published on November 4, 2025. An Environmental Review Record (ERR) that documents the environmental determinations for this project can be found at: https://cpd.hud.gov/cpd-public/environmental-reviews and is on file at the Community Development Office of the City of Greenville, SC, located at 206 S Main St. #6, Greenville, SC 29601, and may be examined or copied weekdays 8 A.M to 5 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Community Development Office of the City of Greenville, SC. All comments received by November 25, 2025 will be considered by the City of Greenville prior to authorizing submission of a request for release of funds.
ENVIRONMENTAL CERTIFICATION
The City of Greenville certifies to HUD that Shannon Lavrin in her capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Southernside West project to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the City of Greenville's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Greenville; (b) the City of Greenville has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Jennie Caudle, Dept. of Housing and Urban Development Strom Thurmond Federal Building, 1835 Assembly Street, 13th Floor, Columbia, SC 29201. Potential objectors should contact HUD to verify the actual last day of the objection period.
