NOTICE BOROUGH OF BIG BEAVER – BOROUGH COUNCIL At its regular meeting to be held on Tuesday, August 18, 2026, at 6:00 PM, at the Big Beaver Borough Municipal Building 114 Forest Dr, Darlington, PA 16115, the Borough Council will consider the enactment of, and, if appropriate, enact proposed Ordinance No. 245, an amendment to the Zoning Ordinance of the Borough of Big Beaver. A summary of the proposed text amendments to the Zoning Ordinance of the Borough of Big Beaver contained in Ordinance 245, is as follows: Article 3, Definitions: Addition of terms including but not limited to "ancillary power generation system," "battery(ies)," "battery energy storage system," "battery energy storage system, facility-scale," "battery energy storage system, utility-scale," "battery management system," "cell," "continuous noise equivalent level (CNEL)," "dedicated-use BESS building," "electrical substation," "module," "NFPA," "outdoor BESS installation," "sensitive receptors," "switchyard," and "transformer facility;" remove the numbering of words and phrases in section 301. Article 30, Battery Energy Storage Systems: Rename "Reserved" to "Battery Energy Storage Systems" with the addition of new subsections for Battery Energy Storage Systems, Facility-Scale (types 1 and 2) and Utility-Scale, with express standards and requirements including, but not limited to those related to purpose and applicability, permitted locations, dimensional requirements, certification and regulatory compliance, conditional use application requirements, general requirements and standards, screening and buffering, emergency management, electric utility will-serve letter, impact studies and operational plans, decommissioning, developer's agreements, ancillary power infrastructure, and administration and enforcement provisions. Article 43, Planning Commission: Rename "Reserved" to "Planning Commission" with the addition of new subsections for Planning Commission, Appointment, Term and Vacancy, Membership Criteria, Removal of Members, Conduct of Planning Commission Business, and Powers and Duties of Planning Commission for the formation and function of the Borough Planning Commission in accordance with Article II of the Pennsylvania Municipalities Planning Code. Appendix B, Use Table: Addition of "battery energy storage systems type 1, facility-scale," "battery energy storage systems type 2, facility-scale" "battery energy storage systems," utility-scale," "electrical substation," "switchyard," and "transformer facility" to the Industrial land use category, as conditional uses in the Industrial District (I). The proposed ordinance is available for in-person inspection, without charge, during regular weekday administrative operating hours at the borough building, address identified above. Copies of the proposed ordinance may be obtained for the cost of photocopying. A copy of the proposed ordinance is also available for inspection at the newspaper publishing this legal notice and at the Beaver County Law Library, 810 Third St. Beaver, PA 15009.
