NOTICE INVITING PROPOSALS NOTICE IS HEREBY GIVEN that Request for Proposals (RFP) are invited by the City of Stockton, California for specifications for DESIGN SERVICES FOR RWCF DIGESTERS 6 & 7 PROJECT (NO. UW27003) in strict accordance with the specifications. The Regional Wastewater Control Facility (RWCF) operates two (2) anaerobic digesters (Digester 4 and Digester 5) to stabilize sludge for dewatering and disposal. In 2021, a digester capacity analysis was performed to investigate potential digestion capacity, and it projected the hydraulic capacity to be over the maximum capacity by 25 percent as of 2025. In addition, there is an operational need for redundancy because one digester is required to be offline while the other is rehabilitated. To ensure continued digestion capacity and improve dewatering reliability, the RWCF Digesters 6 & 7 Project will provide two (2) additional anerobic digesters for a combined volume of six (6) million gallons. This work is for engineering services for the design of two (2) additional 3 million gallon digesters (Digester 6 and Digester 7). Proposal forms and specifications are available on the City's web site at www.stocktongov.com/mudbid and must be delivered to the Office of the City Clerk, City Hall, 425 North El Dorado Street, Stockton, up to but not later than, Thursday, June 4, 2026, at 2:00 p.m. The City reserves the right to reject any and/or all proposals received.
