Notice is hereby given that ordinance No. 198 a summary of which follows, was duly adopted by the City Council of the City of Kelley on May 12, 2026.
AN ORDINANCE ESTABLISHING REGULATIONS FOR THE USE OF TEMPORARY YARD WATER METERS
Summary
Ordinance No. 198. a full copy of which is on file with the City Clerk of the City of Kelley, is an ordinance amending Chapter 91 as stated below:
91.11 TEMPORARY YARD METERS. A "yard meter" is a meter temporarily installed in a residential dwelling for the purpose of measuring water that is used solely for yard or other outside uses and that will not be used in the municipal sanitary sewer system or be subject to fees as provided by Chapter 99
of this Code of Ordinances for usage of the municipal sanitary sewer system. It is
unlawful to connect a yard meter to a water pipe that has any connection that serves faucets,
toilets, or other facilities that are in the interior of the dwelling or to divert, cause, or allow water
that is measured by a yard meter to drain into the municipal sanitary sewer system.
1. Application and Fees. A residential water customer may request that a temporary yard
meter be borrowed from the city.
2. Installation. Notwithstanding any other provision of this section:
A. A yard meter shall be installed by public works on a water/hose spicket outside the
main household so that the water passing through the yard meter will have been metered
twice.
B. The customer shall be billed for water usage based off the water usage rates established and currently in place by the City of Kelley. The customer will be charged for the water used but not the sanitary sewer fee, as that will be subtracted out.
C. The customers must complete an application form to use/borrow temporary meter provided by the city.
D. Meters must be returned by the 25th of each month and will be removed by Public works by the 25th.
